Ratification for payment for the remainder of 2019 to R. Riley Lawn and Snow not to exceed $35,000.
PURPOSE:
To obtain City Council approval for mowing and landscape maintenance of the Central Business District (CBD).
BACKGROUND:
Prior to this year, Downtown Services division has been responsible for lawn maintenance of the areas adjacent to parking lots and the SIP in the Central Business District and the Aurora Downtown organization was responsible for lawn maintenance of all other lots in the CBD, including Rotary Park, Mundy Park, etc. See attached map.
DISCUSSION:
In the spring of 2019 it was decided that it would be more efficient and a better use of resources for the City to maintain all mowing and landscaping in the Central Business District rather than split responsibilities with the Aurora Downtown organization. The services were informally bid prior to the inclusion of the CBD area. The City took on the additional areas and added the services to the vendor R. Riley Lawn and Snow which, already under contract to service the downtown for Downtown Services. Adding the additional work to the Riley Lawn contract will exceed the $25,000 threshold.
Funding for the services in accounts 520-4432-433.36-15 ($24,000) and 101-4430-418.36-15 ($9,200) have enough funds to cover the additional 2019 expenses.
IMPACT STATEMENT:
This ratification must be approved in order to ensure payment of invoices.
RECOMMENDATIONS:
Staff request the ratification be forwarded to the Finance Committee for approval.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the 2019 expenditures for mowing and lawn maintenance of the Central Business District have exceeded the threshold requiring City Council approval; and
WHEREAS, R. Riley Lawn & Snow Service was already under contract from an informal solicitation bid process; and
WHEREAS, funds are available in accounts 520-4432-433.36-15 ($24,000) and 101-4430-418.36-15 ($9,200) to cover the remainder of the 2019; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: to approve the ratification for payment and services for 2019 to R. Riley Lawn & Snow Service and the Director of Purchasing is authorized to issue the necessary orders.
