SUBJECT:

A Request to Approve the Purchase of a Replacement Cargo Van for the Aurora Police Department in the Amount of $25,989.20

 

PURPOSE:

To ensure that Aurora Police personnel have dependable equipment to perform their duties.

 

BACKGROUND:

The Aurora Police Department personnel utilize GM cargo vans to perform daily law enforcement operations.  Each van is equipped with a detention cage which is specifically designed to fit GM vans and since there has been no model design changes, the cages are transferrable.  One of the vans has exceeded both replacement thresholds of 100,000 miles or ten years of age, and has been recommended for replacement.

 

DISCUSSION:

The City of Aurora solicited bids from surrounding area GMC and Chevrolet dealers and received three bids.  Advantage Chevrolet, located at 9510 W Joliet Rd. Hodgkins, IL  60525, submitted a bid of $27,591.00.  Coffman Truck Sales, located at 1149 S Lake St., Aurora, IL  60507, submitted a bid of $31,113.46.  Currie Motors Chevrolet, located at 8401 W Roosevelt Rd., Forest Park, IL  60130, submitted the lowest bid of $25,989.20.

 

The local preference ordinance is applicable for this solicitation; however, Coffman Truck Sales bid in the amount of $31,113.46 exceeds the maximum allowable amount of four percent (4%) or $1,039.57 above the lowest bid.  As a result, local preference no longer prevails.

 

Currie Motors Chevrolet has no outstanding debt with the City.

 

Funding of $64,000.00 in the 2019 budget under account 255-3536-421.66-20; $32,000 was the approved vehicle replacement for this purchase.

RECOMMENDATIONS:

That the City Council approves a resolution to accept the low bid from Currie Motors Chevrolet in the amount of $25,989.20 to purchase a cargo van for the Aurora Police Department.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, (The Aurora Police Department utilizes cargo vans to carry out daily operations, and

 

WHEREAS, One of the vans has exceeded replacement thresholds and has been recommended for replacement, and

 

WHEREAS, Currie Motors Chevrolet, located at 8401 Roosevelt Rd., Forest Park, IL  60130, submitted the lowest bid of $25,989.20, and

 

WHEREAS, $32,000.00 is budgeted in account: 255-3536-421.66-20 for this purchase, and

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: The City Council adopts a resolution accepting the low bid from Currie Motors Chevrolet for a cargo van in the amount of $25,989.20 for the Aurora Police Department, and the Purchasing Director is hereby authorized to issue the necessary purchase orders.
