Resolution to accept the bid from Coffman Truck in the amount of $24,291 for a 2016 2500 cargo van and the approval to have Mavron reinstall an animal interior in this van for $14,255 for Aurora's Animal Control Division as a sole source.
PURPOSE:
The Animal Control Division operates 3 cargo vans equipped with Mavron interiors. Unit 17-770 is a 2006 GMC cargo van that meets the replacement criteria for this class of vehicle and it is approved for replacement in 2015.
BACKGROUND:
The City solicited bids from four area GMC and Chevrolet dealers. Coffman Truck Sales was the only dealer to submit a bid.
The Mavron interior will be reused from unit 17-770. By reusing this interior the City is saving approximately $3,000. Since Mavron is the manufacturer of the interior they are a sole source for the upfitting of the 2016 GMC 2500 cargo van with a Mavron AVL-5D animal interior.
DISCUSSION:
The purchase of a new van with a Mavron interior will assure that the Animal Control Division has the equipment to perform their main task of animal restraint
In account 215-1745-440-7520 there is $25,000 budgeted to purchase a new van.
In account 215-1745-440-3889 there is $25,000 budgeted for the setup of the interior of this van for a Mavron AVL-5D interior.
IMPACT STATEMENT:
There is no impact on other divisions or City services.
RECOMMENDATIONS:
That City Council approves a resolution to accept the bid from Coffman Truck to purchase a 2016 cargo van for $24,291.00 and approves Mavron as a sole source for the setup of this van for $14,255.00 for Animal Control Division.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, Animal Control Division operates 3 cargo vans equipped with Mavron interiors. Unit 17-770 is a 2006 GMC cargo van that meets the replacement criteria for this class of vehicle and it is approved for replacement in 2015, and
WHEREAS, City solicited bids from four area GMC and Chevrolet dealers. Coffman Truck Sales was the only dealer to submit a bid, and
WHEREAS, Mavron interior will be reused from unit 17-770. By reusing this interior the City is saving approximately $3,000. Since Mavron is the manufacturer of the interior they are a sole source for the upfitting of the 2016 GMC 2500 cargo van with a Mavron interior. Exception three (3) to the City's competitive bidding requirement (Aurora Code of Ordinances), Section 2-335 (a) (3) is therefore applicable to this purchase as a sole source; and
WHEREAS, In account 215-1745-440-7520 there is $25,000 budgeted to purchase a new van, and
WHEREAS, In account 215-1745-440-3889 there is $25,000 budgeted for the setup of the interior of this van for a Mavron interior.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: That City Council approves a resolution to accept the bid from Coffman Truck to purchase a 2016 cargo van for $24,291.00 and approves Mavron as a sole source for the setup of this van for $14,255.00 for Animal Control Division.
