SUBJECT:
Request to approve a purchase of a used 2014 Ford F550 with an Altec Electrical Aerial bucket for the Electrical Maintenance Division from Global Industries as a sole source in the amount of $91,250.00.
 
PURPOSE:
The purchase of this aerial bucket truck will assure that the Electrical Maintenance Division has a reliable aerial bucket truck for the maintenance and repairs to above ground light fixtures.
 
BACKGROUND:
The Electrical Maintenance Division has two aerial bucket trucks that are used to maintain and repair above ground electrical light assemblies.  Unit 42-357 is a 2004 F550 Ford Altec aerial bucket which has been approved to be replaced in 2015.  This unit has 6,997 hours of operation which relates to approximately 230,901 miles (1 hour = 33 miles DOT).
 
DISCUSSION:
Global Industries, located at 33 Inverness Center Pkwy, Birmingham, Alabama, has a used 2014 Ford F550 equipped with an Altec AT40G aerial bucket with a utility body.  This unit was used in their rental fleet and currently Aurora is renting for $2,400 per month.  Global has submitted a proposal to purchase this truck for $91,250.00 that reflects a $2,400 credit for the one month rental.
 
In account 215-4020-418-7510 there is $90,000.00 to fund the purchase of a replacement truck.  A budget transfer will be requested if this item is approved for the Consent Agenda.
 
IMPACT STATEMENT:
There is no impact on other departments and/or divisions.
 
RECOMMENDATIONS:
Approval to purchase of a used 2014 Ford F550 with an Altec Electrical Aerial bucket for the Electrical Maintenance Division from Global Industries as a sole source in the amount of $91,250.00.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
 
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
 
WHEREAS, the purchase of this aerial bucket truck will assure that the Electrical Maintenance Division has a reliable aerial bucket truck for the maintenance and repairs to above ground light fixtures, and
 
WHEREAS, Global Industries has a used 2014 Ford F550 equipped with an Altec AT40G aerial bucket with a utility body.  This unit was used in their rental fleet and currently Aurora is renting for $2,400 per month.  Global has submitted a proposal to purchase this truck for $91,250.00 that reflects a $2,400 credit for the one month rental., and

WHEREAS, pursuant to Aurora Code Section 2-335(a)(3) the desired product is provided by only one source in this situation.
 
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: approval to purchase a used 2014 Ford F550 with an Altec Electrical Aerial bucket for the Electrical Maintenance Division from Global Industries as a sole source in the amount of $91,250.00.
