Resolution Authorizing the Purchase of a Runway Paint Striping Machine for the Aurora Municipal Airport from RAE Products & Chemicals Corp.
PURPOSE:
Under U.S. Department of Transportation Advisory Circular 150/5340-1L, the Aurora Municipal Airport is required to meet the Federal Aviation Administration standards for markings used on airport runways, taxiways and aprons..
BACKGROUND:
Annual inspection is performed by the Illinois Department of Transportation-Division of Aeronautics (IDA) to insure that the airport is in compliance with all airfield related items such as clear zone penetrations, field lighting, pavement markings etc.
The maintenance staff currently uses a 15 year-old walk-behind pavement striping machine with a ten gallon paint reservoir. It requires 3 full-day closures of our east-west runway (6,500' long) to stripe the edge lines only. We anticipate cutting this time at least by a factor of 3 using the proposed machine. The new machine is truck mounted and has a paint capacity of 66 gallons.
The new truck mounted striping machine will also be used by the Street Department for those projects suited for this type of large scale application.
DISCUSSION:
Two bids were received and opened by the City Clerk on July 16, 2014 (see attached Bid Tabulation). RAE Products & Chemicals Corporation, Alsip, IL was the low responsible bidder in the amount of $37,762.50. This is approximately 20% less than our estimated cost of $48,000.
The City of Aurora 2014 budget provides funding for this purchase out of two divisions, 25% of the expenditure is allocated to the airport under account 504-1810-433.65-01 and 75% to the Street Maintenance Division in account 340-4460-431.65-01.
IMPACT STATEMENT:
The purchase of this piece of equipment will drastically reduce runway closure times and provide for a safer more efficient striping operation.
RECOMMENDATIONS:
We respectfully request that you forward this request to purchase to the Finance Committee for their review and favorable recommendation.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the City of Aurora owns, operates and maintains the Aurora Municipal Airport; and
WHEREAS, the Aurora Municipal Airport is required by the Federal Aviation Administration to insure that pavement markings on runways, taxiways and aprons are in compliance with Federal Aviation Regulations; and
WHEREAS, the existing 15 year-old walk-behind striping machine has been approved for replacement in the 2014 budget; and
WHEREAS, bids were received by the City Clerk for a truck-mounted unit on July 16, 2014; and
WHEREAS, RAE Products & Chemicals Corporation, 11638 S. Mayfield Ave., Alsip, IL 60803 was the lowest responsible bidder in the amount of $37,762.50; and
WHEREAS, the 2014 City of Aurora budget provides funding for this purchase under two separate accounts, 25% of the expenditure will be from Airport Account 504-1810-433.65-01 and 75% of the expenditure will be from Street Maintenance Account 340-4460-431.65-01.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the Purchasing Director is hereby authorized to issue the necessary orders to implement purchase of a Runway Paint Striping Machine pursuant to the bid specifications from RAE Products & Chemicals Corporation, 11638 S. Mayfield, Alsip, IL 60803 in the amount of $37,762.50
