SUBJECT:

A Resolution Approving a Final Plan for Lot 1 and Lot 3 of Lindgens-Dolan Resubdivision located at west of Church Road and south of Bilter Road  (M14 Hoops - 16-01080 / AU02/4-16.011-Fsd/Fpn - TV - Ward 1)  

 

PURPOSE:

The Petitioner, M14 Hoops, is requesting approval of a Final Plan for Lot 1 and Lot 3 of Lindgens-Dolan Resubdivision located west of Church Road and south of Bilter Road for a special purpose recreational institutions (5200) use and related detention facilities.  

 

BACKGROUND:

The Subject Property is located west of Church Road and south of Bilter Road, is currently vacant with PDD Planned Development District zoning, and is part of the Farnsworth International Planned Development District. Additional information on the legislative history of the property can be found in the attached Property Information Sheet. 

 

The details of the Final Plan include a 39,200 square foot building on Lot 1 for a special purpose recreational institutions use, being a basketball development and training facility. The plan includes 266 parking spaces.  Access will be from a private drive which is located along the north property line to Church Road.  The building elevations consists of a concrete and EIFS facade with a brick wainscot and accent aluminum coping.

 

The Final Plan for Lot 3 contains the detention facilities for the proposed three lot subdivision.

 

Concurrently with this proposal, the Petitioner is requesting approval of a Final Plat.   The details of the Final Plat include the subdivision of the Subject Property into 3 lots.  Lots 1 and 2 are being platted as developable lots and Lot 3 will be covered by a stormwater detention easement.   

 

DISCUSSION:

Staff has reviewed the Final Plan petition and have sent comments back to the petitioner on those submittals.  The petitioner has made the requested revisions to these documents and they now meet the applicable codes and ordinances. 

 

POLICIES AND GUIDELINES:

The Staff’s Evaluation and Recommendation are based on the following Physical Development Policies: 

11.0                     To guide the growth of the City in an orderly and structured manner.

11.1(5)  To guide and promote development to areas where public utilities, public roads and municipal services are either available or planned.

11.1(3)  To encourage new development contiguous to existing development.  

 

RECOMMENDATIONS:

The Planning Commission recommended APPROVAL of the Resolution Approving a Final Plan for Lot 1 and Lot 3 of Lindgens-Dolan Resubdivision located at west of Church Road and south of Bilter Road.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, by petition dated November 9, 2016, M14 Hoops filed with the City of Aurora a petition requesting approval of a Final Plan for Lots 1 and 3 of Lindgens-Dolan Resubdivision located west of Church Road and south of Bilter Road and related required documents attached hereto as Exhibits "A-1" through  “A-3”; and

 

WHEREAS, after referral of said petition from the Aurora City Council, the Aurora Planning Commission on December 7, 2016, reviewed the petition and recommended APPROVAL of said petition; and

 

WHEREAS, on December 15, 2016, the Planning and Development Committee of the Aurora City Council reviewed said Final Plan and Plat and the before mentioned recommendations and recommended APPROVAL of said petition.  

 

NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Aurora, Illinois, finds as facts all of the preamble recitals of this Resolution and hereby grants APPROVAL of said Final Plan.

 

BE IT FURTHER RESOLVED that the City Council of the City of Aurora hereby adopts the Final Plan and related required documents, subject to Final Engineering approval, as attached hereto as Exhibit "A-1" Final Plan, Exhibit “A-2” Landscape Plan, and Exhibit “A-3” Building and Signage Elevations, along with any dedications or modifications deemed necessary by the Aurora City Engineer.
