A Resolution Awarding the 2025 Sanitary Sewer CIPP Lining to National Power Rodding Corp. of Chicago, Illinois
PURPOSE:
To rehabilitate the existing sanitary sewer main throughout the City by cured in place pipe lining. Lining the sewers would prevent future pipe failures which would result in much costlier dig repairs.
BACKGROUND:
The locations of the sanitary sewer lining can be seen in the attached Exhibit A - Full Liner Overall Map. Closures of entrances to the businesses and residences will be kept to a minimum during construction.
DISCUSSION:
Four bids were received, opened, and read aloud on February 12, 2025. The bid tabulation showing the unit prices from each bid can be seen in the attached Exhibit C. The low bid in the amount of ($894,315.00) was submitted by National Power Rodding Corp. $894,315.00 will be funded with account 510-4063-511-73-14 (IB018) which has a requested 2025 budget amount of $2,500,000.00. Also included as Exhibits B, D & E are the advertisement for bid, National Power Rodding Corp’s submitted bid, and the advertised bid documents.
This project was subject to the Local Preference Ordinance, however no local contractors submitted.
IMPACT STATEMENT:
Impacts to traffic and residents will be kept to a minimum.
RECOMMENDATIONS:
I request the proposed resolution be adopted.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the sanitary sewer rehabilitation will strengthen sanitary sewer main throughout the City; and
WHEREAS, This project was formally bid and four respondents submitted proposals; and
WHEREAS, The 2025 Budget includes funding for sewer evaluation and rehabilitation within account No.510-4063-511-73-14 (IB018) with a requested amount of $2,500,000.00.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the Director of Purchasing is hereby authorized to execute a contract with National Power Rodding Corp., 2500 W Arthington St, Chicago, IL 60601 in the amount of eight hundred ninety four thousand three hundred fifteen and zero cents ($894,315.00) for the 2025 Sanitary Sewer CIPP Lining.
