BACKGROUND:

Project #1:  The Fox Valley East Booster Station (FVE) has been in operation for approximately 40 years and provides water service and pressure to the city's High Pressure System.  Currently, this location is served by two separate and independent electricity feeds from ComEd via two separate and independent ComEd substations.  As part of the WPD's ongoing disaster preparedness and planning process, the WPD has identified this location as being one of the most important facilities after the actual Water Treatment Plant (WTP) itself.  As part of this preparedness planning work, the WPD believes that the electrical supply for this station should be fortified with a quick-connection to allow a rented generator to be installed quickly and easily in case power cannot be provided to the location on a long-term basis.

 

As such, it was identified that a rental generator quick-connection can fairly easily be installed to meet the full power requirements for the facility (480 volt; 1,200 amp).  Accordingly, the WPD hired an outside engineer to design this work and to provide an estimate of construction costs.  Unfortunately, due to the large amperage required for the generator and facility, the equipment is large and costly which necessitates the need for public bidding.  The Engineer is currently completing the design and preparation of plans and specifications to publically bid the project.  The cost estimate for the project is $65,000 and funding is expected to be available in the WPD's budget account 510-4058-511-38-01 in 2017.

 

Project#2:  At the WTP, the effluent flow from all 12 filters passes through two separate and independent pipes, a 42" diameter and a 48" diameter pipe.  These pipes have two insertion-type flowmeters installed to measure the filter effluent flow prior to the flow passing into the WTP's three clearwells for disinfection.  These flowmeters are no longer functional and the manufacturer of the original flowmeters has been sold to a competitor.  Thus, the WPD has been unable to get replacement parts or maintenance services for the flowmeters.  Upon soliciting preliminary quotes from several manufacturers for replacement insertion-type flowmeters, it has become apparent that the replacement meters and work will need to be publically advertised.  The cost estimate for the purchase of both flowmeters is approximately $55,000 and funding is expected to be available in the WPD's budget account 510-4058-511-38-01 in 2017.

 

DISCUSSION:

Both projects are expected to be publically advertised in winter 2016/2017 with construction of the FVE generator quick connection project in late spring 2017 and installation of the flow meters in summer 2017 due to expected long equipment delivery times.

RECOMMENDATIONS:

That the City Council grants permission to advertise two projects for the Water Production Division.
