SUBJECT:

Request to accept additional services from Kone Inc. for the completion of elevator repairs for the Development Services Center. 

 

PURPOSE:

Replacement of elevator cards are necessary for the completion of the elevator repairs at the Development Services Center. Without the card replacements, the elevator will not be serviceable.

 

BACKGROUND:

The elevator at the Development Services Center was unserviceable when acquired by the City.  We did an informal solicitation, the tabulation sheet showed Kone Inc. were the most responsible at a cost of $19,994.  PO #286988 was created, during the repairs, Kone noticed that the drive board and adon boards need to be replaced, which were not included in the original pricing.  The drive board is responsible for telling the car (elevator) which floor to go to and levels the car upon arrival.  The adon board is the communication system for the elevator.  The elevator will remain unserviceable until both cards are replaced.  The cost to replace the cards is $8,884.

 

DISCUSSION:

Kone Inc. was provided PO #286988 for $19,994.00 to repair the elevator at the Development Services Center.  Failure to replace the cards will prevent the elevator from ever being serviceable.  The original repair price $19,994 and the cost to replace the cards $8,884 bring the combined repair cost for the elevator to $28,878.  The funds for the replacement of the cards in the amount of $8,884.00 is located in account 101-4010-417-38.05. This account has a total 2018 budget of $1,140,500 which covers all maintenance and repairs for the buildings assigned to Central Services to maintain.

 

IMPACT STATEMENT:

Failure to replace the cards will prevent the elevator from ever being serviceable, resulting in the building from being occupied by city employees for multiple services to the public. 

 

RECOMMENDATIONS:

I request the approval of Kone Inc., located at 1080 Parkview Blvd. Lombard, IL 60148, for the continued elevator repairs to the Development Services Center, including the additional cost to replace the drive board and adon boards.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, the elevator located at the Development Services Center needs the drive board and adon boards replaced to complete the repairs; and

 

WHEREAS, Kone Inc., is a reputable company that currently holds an existing maintenance contract for the Police Headquarters elevators, and

 

WHEREAS, the card replacements will be paid from account 101-4010-417-38.05)

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the additional repairs by Kone Inc., of Lombard, IL will be approved to continue repairs of the elevator located at the Development Services Center, and the Director of Purchasing is hereby authorized to sign the necessary orders to implement purchase of same.
