A Resolution to ratify payment to General Pump and Machinery, Inc., for the replacement of Pump Nos. 1 & 3 at the Fox Valley East Booster Station for the Water Production Division
PURPOSE:
To ratify payment of $21,285.00 to General Pump and Machinery, Inc., for the replacement of Pump No. 1 at the Fox Valley East Booster Station for the Water Production Division.
BACKGROUND:
In February 2017, informal bids (see attached bid tabulation for informal bid 17-03) were received for the replacement of Pump No. 3 at the Fox Valley East Booster Station. The low bidder was General Pump and Machinery, Inc., Montgomery, IL (GPM), who was contracted to provide, install, and test a replacement Pump No.3. GPM satisfactorily completed the pump No. 3 work in June 2017.
Upon testing the operations of the new Pump No. 3 and both existing Pump Nos. 1 and 2, WPD staff determined that Pump No. 1 was not operating correctly. Upon further investigation, it was determined that Pump No. 1 was also in need of repair. Ultimately, the most economical option is to replace Pump No. 1. As such, the WPD has elected to replace Pump No. 1.
DISCUSSION:
Upon discussion with the Purchasing Division, the WPD was permitted to purchase a replacement Pump No. 1, which is identical to Pump No. 3, under the informal bid IB07-03 results from February 2017. Accordingly, due to the long delivery time for the pump, the WPD has ordered the replacement Pump No. 1 from GPM (see attached quote dated August 28, 2017) to insure installation of the pump in a timely matter.
Although the purchase of Pump No.1 is under the $25,000 limit, it could be interpreted as exceeding the limit when associated with the previous purchase of pump No. 3 from GPM (same vendor at the same location, albeit different pump replacements). Hence, the WPD is seeking to ratify the payment for Pump No. 1 to GPM in the amount of $21,285.00.
Funding for this work is provided in WPD budget account No. 510-4058-511-38-01.
IMPACT STATEMENT:
Pump No. 1 needs to be replaced to insure proper pumping conditions.
RECOMMENDATIONS:
That a resolution ratifying payment of $21,285.00 to General Pump and Machinery, Inc. for the replacement of Pump No. 1 at the Fox Valley East Booster Station for the Water Production Division be approved by the Mayor and City Council. It is further recommended that this matter be submitted to the Buildings, Ground, and Infrastructure Committee for review and recommendation.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the Water Production seeks to replace Pump Nos. 1 & 3 at the Fox Valley East Booster Station; and
WHEREAS, informal bids were received from two vendors (IB07-03) and Pump No. 3 was replaced in June, 2016 by General Pump and Machinery, Inc.; and
WHEREAS, subsequent testing revealed that Pump No. 1 was also in need of replacement to insure proper pumping operations and the total purchase price of both pump replacements will exceed $25,000; and
WHEREAS, a purchase order has already been issued to insure replacement of Pump No. 1 in a timely manner from the funding available in account #510-4058-511-38-01;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that ratification is approved for a payment of $21,285.00 to General Pump and Machinery, Inc., for replacement of Pump Nos. 1 & 3 at the Fox Valley East Booster Station for the Water Production Division.
