Requesting the approval for a contract with the Illinois Emergency Management Association to be the host site for five emergency generators.
PURPOSE:
The City of Aurora has been in a contract with the Illinois Law Enforcement Alarm System since 2010. This new contract will change responsibility from the Illinois Law Enforcement Alarm System to the Illinois Emergency Management Association / Logan County.
BACKGROUND:
The City of Aurora has been a host site for the five generators since 2010. The City of Aurora is one of twelve host sites throughout the State of Illinois. Responsibility for the generators was transferred to the Illinois Emergency Management Association / Logan County early this summer which requires a new contract to be signed. There are currently four 60 K generators and one 30 K generator assigned to the City of Aurora and located at the Emergency Management building located at 1100 Mitchell Road, Aurora. A copy of the contract, procedure and generator deployment and return sheet has been attached. This deployment sheet identifies the agency who signed out the equipment is responsible to return the equipment in operational condition with a full fuel tank. .
DISCUSSION:
The City of Aurora benefits from being a host site for these generators by having access for use when the need arises in the city. Since 2010 Aurora has utilized these generators three times. Fire Station 8 has been powered twice, both times for a scheduled power outage. The third was used to sustain power at Central Fire Station while the main generator was installed. The only outside use was by Will County for eight days in June of 2013. Currently the state has a budget line for maintenance on these generators for an annual check and maintenance. The generators in Aurora were last serviced in July 2014. The only cost associated with these generators the city would be liable for would be damage that occurs under our operation or a minor repair such as a broken belt etc.

IMPACT STATEMENT:
All impacts of this contract for hosting the five state generators is positive for the City of Aurora. Being a host allows the city to have immediate access to generated power without the upfront cost of purchasing the units and annual maintenance.
When another government body initiates a request to use one of the state generators they must send someone with a tow vehicle to pick up the unit or reimburse the host site for transporting the unit to their agency. The reimbursement includes salary and fuel..
RECOMMENDATIONS:
I request the committee and/or council sign the attached agreement with the Illinois Emergency Management Association / Logan County so that the City of Aurora remains a host site for the five state generators.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, The City of Aurora Emergency Management Agency has been a host site for five State of Illinois Generators and associated equipment under an agreement with the Illinois Law Enforcement Alarm System since 2010.
WHEREAS, The State of Illinois has transferred responsibilities for the State of Illinois emergency generators from the Illinois Law Enforcement Alarm System agency to the Illinois Emergency Services Management Association.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the City enters into an agreement with the Illinois Emergency Services Management Association / Logan County to continue to be a host site for five emergency generators and associated equipment.
