A Resolution Authorizing the Appointment of Edward Sieben as the Director of Planning and Zoning.
PURPOSE:
To obtain authorization to appoint Edward Sieben as the Director of Planning and Zoning.
BACKGROUND:
Edward Sieben has been with the City of Aurora since 2000, serving as the Director of Land Use and Zoning Division and the Zoning Administrator. Ed's prior experience includes 13 years working for Kane County as Senior Planner and Director of Building and Zoning Division. Ed earned both a Bachelor's and a Master’s Degree in Urban/Economic Geography with a minor in Urban Studies.
DISCUSSION:
Edward has been an outstanding employee. Due to the recent department/division reorganization, the need to revamp the position of Director of Planning and Zoning was identified. Edward is currently filling the role on an interim basis. In accordance with the City of Aurora Code of Ordinances, the council must consent to the appointment of the Director of Planning and Zoning as a Division head.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the City of Aurora will be in need of a Director of Planning and Zoning; and
WHEREAS, the Mayor and City Council have determined that Edward Sieben, best meets the qualifications to fill said position.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: the Mayor is hereby authorized to appoint Edward Sieben to the position of Director of Planning and Zoning.
