SUBJECT:

A Resolution Authorizing the Appointment of James J. Birchall as the Superintendent of Fleet and Facilities Maintenance.

 

PURPOSE:

To obtain authorization to appoint James J. Birchall as the Superintendent of Fleet and Facilities Maintenance.

 

BACKGROUND:

In order to serve the public in a more efficient manner, over the past year the city has been going through department and division reorganization.  Public Works was expanded significantly and the Fleet and Facilities Maintenance Division was created under the department which is now reflected in the City Ordinance.

 

DISCUSSION:

The Fleet and Facilities Maintenance Division will include Fleet (Equipment Services) and Parking Maintenance, Central Services, Aurora Transportation Center (ATC) - Route 25 and Route 59, Parks Maintenance, Phillips Park Zoo, Phillips Park Golf Course, Downtown Services, and Motor Vehicle Parking Services (MVPS).

 

Jim Birchall, currently the Superintendent of Central Services, has been with the City of Aurora since February 24, 2014.  Jim has 19 years of progressive facilities operations and supervisory experience.  He is a United States Navy veteran.  The additional skills and knowledge he possesses has prepared him to take on more responsibility.  Jim has proven to be a loyal, hardworking and a dedicated manager.  He has demonstrated the ability to manage staff and contractors effectively and efficiently. 

 

The position of Superintendent of Central Services will not be backfilled.

 

The new position will be codified in the upcoming 2019 budget, effective upon approval.

That the City authorize the appointment of James J. Birchall as the Superintendent of Fleet and Facilities Maintenance for the City of Aurora.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, the City of Aurora is in need of a Superintendent of Fleet and Facilities Maintenance; and

 

WHEREAS, the Mayor and City Council have determined that James J. Birchall best meets the qualifications to fill said position.

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: the Mayor is hereby authorized to appoint James J. Birchall to the position of Superintendent of Fleet and Facilities Maintenance.
