SUBJECT:

A resolution authorizing the Director of Purchasing to enter into a contract with Visu-Sewer of Illinois, LLC, 9014 S. Thomas Avenue, Bridgeview, IL, 60455 for the Lincoln Avenue CIPP Lining Project in the amount of $280,188.00. 

 

PURPOSE:

To enter into an agreement with Visu-Sewer to install a 24" CIPP Liner within various sections of the sanitary sewer under Lincoln Avenue from Spring Street to Superior Street. 

 

BACKGROUND:

The sections of sanitary sewer that will be lined as a part of this project are the remaining sections that were not replaced during the 2014 Lincoln Avenue Emergency Sewer Repair Project.  In 2014 it was determined via sewer televising that various sections of the 25 foot deep, 24" sanitary sewer under Lincoln Avenue had either failed or were near failure and that emergency repairs were required.  During that construction of that project, it was observed that various sections of the remaining pipe adjacent to the repair sections were also in poor condition.  In lieu of replacing those sections of pipe, it was determined that lining would be a more cost effective solution and that the lining should be completed in the near future to avoid any additional sewer collapses.   

 

DISCUSSION:

Visu-Sewer's bid of $280,188.00 was the lowest responsible bid of the two (2) bids received.  The City of Aurora has budgeted the required funds in the 2016 Budget in account # 510-4063-511-7314.

 

IMPACT STATEMENT:

This work will require traffic control consisting of temporary lane closures with short delays.  No closures or major traffic impacts are anticipated. 

 

RECOMMENDATIONS:

I request the proposed resolution be adopted.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, Visu-Sewer submitted the lowest responsible bid of the two (2) bids received; and

 

WHEREAS, the $280,188.00 required for this project is budged for and available in account #510-4063-511-7314; and

 

WHEREAS, lining the sewer along Lincoln in its current condition will be more cost effective than total replacement in the event that the pipe fails and requires traditional open cut repairs, similar to the repairs in 2014.

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: the Director of Purchasing is hereby authorized to enter into an agreement with Visu-Sewer of Illinois, LLC, 9014 S. Thomas Avenue, Bridgeview, IL 60455 for the Lincoln Avenue CIPP Lining Project, in the amount of two hundred eighty thousand one hundred eighty eight dollars and no cents ($280,188.00).
