Leland Legends is requesting permission to close Stolp from Galena to Downer for Leland Fest on Saturday, August 12, 2017 from 1:00 to 11:00 pm.

PURPOSE:
To showcase local music and provide a gathering place for downtown residents. The event will also showcase the downtown to the general public.
BACKGROUND:
This is a first time event being sponsored by Leland Legends and Karademas Management.
DISCUSSION:
Requesting permission to close Stolp from Downer to Galena beginning at 1:00 pm for set up with the event starting at 3:00 pm and ending at 10:00 pm.
Organizers are projecting attendance to be approximately 800 to 900 and will have 20 staff/volunteers. Three bands are scheduled to play beginning at 4:00 pm ending at 9:45 pm. Admission will be charged, $5.00 in advance (through Eventbrite) and $10.00 at the door.
Leland Legends is working with City Clerk's office to serve beer and wine within the confines of the festival site.
Organizers are aware of the construction taking place at 5 S. Stolp Ave. and 1 W. Downer which will block sidewalks and a portion of the street.
A draft of the proposed layout and a certificate of insurance are attached.
Organizers are required to place all "No Parking" signs along the route and inform neighboring businesses of the street closure.
The Paramount has been contacted and they have no events at the theatre that day.
IMPACT STATEMENT:
City Services requested from the following departments/divisions:
Electrical-access to all available power along Stolp and in Millennium
Downtown Maintenance-Millennium Park clean and mowed
Streets-barricades to block Stolp at Downer and Galena. Street swept after event.
RECOMMENDATIONS:
I request the proposed event be forwarded to the Government Operations Committee for review and approval.
