PURPOSE:
To authorize the Director of Purchasing to execute an agreement with Crawford, Murphy and Tilly, Inc. for resident inspection and engineering services..
BACKGROUND:
Crawford, Murphy and Tilly, Inc. has provided engineering and resident engineering inspection services for the City of Aurora for nearly 26 years. Their existing contract with the City expires at the end of 2016.
DISCUSSION:
The agreement provides for the inspection of public improvements constructed as part of new developments and also provides for other engineering services that may be required from time to time.
A review of Crawford, Murphy and Tilly's billing rates revealed that their proposal is very competitive with other local engineering consultants.
Funds used for these services are derived from fees charged to the development community based on the construction of public infrastructure.
The City's annual budget provides funds for these services in account 101-4040-431.32-09.
IMPACT STATEMENT:
The approval of this agreement should have no adverse impact as it is a renewal of an existing contract,

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, there is a need for resident inspection and engineering services within the City of Aurora; and
WHEREAS, Crawford, Murphy and Tilly has adequately and successfully provided said services during previous years; and
WHEREAS, Crawford, Murphy and Tilly has agreed to provide resident inspection and engineering services at the flat hourly rates established in the contract, to be adjusted annually based on the Engineering News Record Construction Cost Index; and
WHEREAS, the City Engineering Division budget provides funding for the resident inspection portion of the agreement in account # 101-4040-431.32-09; and
WHEREAS, the City believes it to be in the best interest of the City to engage the services of Crawford, Murphy and Tilly via contract for a period of three (3) years.)
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the Director of Purchasing is hereby authorized to execute an agreement with Crawford, Murphy and Tilly, Inc., 550 North Commons Drive, Suite 116, Aurora, Illinois 60504 for a period of three (3) years for resident inspection and engineering services.
