SUBJECT:

Resolution Authorizing the City to Execute a Contract for Professional Geotechnical Engineering Services with Testing Service Corporation (TSC)  for the Aurora Transportation Center (ATC) and Regional Enhancement Facility Project.

 

PURPOSE:

To obtain authorization to execute the contract with TSC for geotechnical engineering services for the proposed pedestrian bridge crossing the Fox River associated with the City's Aurora Transportation Center and Regional Facility Enhancement Project

 

BACKGROUND:

The Aurora Transportation Center (ATC) and the Regional Facility Enhancement Project limits extend along IL. Route 25 from Spring Street to the ATC north entrance and includes the ATC parking lot, Pace Pulse Point, a new pedestrian bridge and parking lot on the west side of the River.  Refer to Exhibit A for project location map and limits and Exhibit B for preliminary improvements plan.

 

The proposed project consists of:

- Relocation of  Pace Bus staging area to the east side of the commuter parking lot to improve safety and reduce bus delay into and out of transit center.

-Construction of a multi-use pedestrian and bicyclist bridge over the Fox River to provide direct access to the ATC Train Station from the existing under-utilized parking lots on the west side of the River, connecting surrounding neighborhoods and existing regional bike trail.

 -Construction of a parking lot within the existing Pace Pulse point that will add additional commuter parking stalls, a new drive isle, sidewalk, and taxi and drop-off areas. 

-Installation of a new traffic signal on IL. Rte. 25 (Broadway Street) and the south ATC driveway in conjunction with intersection improvements into the ATC parking lot to improve access capacity and safety.

-Construction of new sidewalks, curbs, ADA ramps, and bike shelters.

 

In March of 2015, the City applied for federal funding for the Congestion Mitigation and Air Quality Improvement Program (CMAQ program) grant administrate by Chicago Metropolitan Agency for Planning (CMAP).   On October 30, 2015 the City received notification that the City's was approved for $8,625,982 in federal funding towards the project. In addition to federal funding, the Kane County Forest Preserve District committed a $2 million in-kind contribution toward the construction of the pedestrian bridge.

 

A preliminary engineering plan has been prepared and has been submitted to IDOT for review and approval.

 

DISCUSSION:

In order to determine the design of the bridge foundations/piers and retaining wall for the proposed pedestrian bridge, an investigation of the existing soil condition is required. A total of (8) geotechnical soil boring will be performed, which will be conducted from a barge in the river and on the existing island.  Each boring will extend to bedrock. The proposal assumes that bedrock will be between 5'-15'.  At each location bedrock will be cored 15'.

 

Testing Service Corporation (TSC) professional services proposal is in the amount of $95,050.00, attached as Exhibit C. The 2016 Budget provides funding for the proposed work in Account No. 236-1830-465.80-57 and 235-1830-465.80-57- Capital Outlay-Riverwalk/River Edge-Bridge.

 

IMPACT STATEMENT:

Temporary impact to path users during work.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS,  The Aurora Transportation Center (ATC) and the Regional Facility Enhancement Project limits extend along IL. Route 25 from Spring Street to the ATC north entrance and includes the ATC parking lot, Pace Pulse Point, a new pedestrian bridge and parking lot on the west side of the River.  Refer to Exhibit A for project location map and limits and Exhibit B for preliminary improvement plan; and

 

WHEREAS, the City seeks to enter into a contract with TSC to perform soil boring work to determine the foundation/pier  and retaining wall design for the pedestrian bridge over the Fox River; and

 

WHEREAS, Testing Service Corporation (TSC) has submitted a professional services proposal in the amount of $95,050.00, included herein as  Exhibit C; and

 

WHEREAS, The 2016 Budget provides funding for the proposed work in Account No. 236-1830-465.80-57 and 235-1830-465.80-57-Capital Outlay-Riverwalk/River Edge-Bridge; and

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the City Purchasing Director is hereby authorized execute a professional service contract with TSC, hereto as attached as “Exhibit C
