SUBJECT:

A resolution approving a revision to the Final Plan on Lot 5 for Unit 2 and Unit 3 of the Aurora Corporate Center Subdivision, located at 2619 Beverly Drive, being the Southeast corner of Beverly Drive and Ginger Woods Parkway, for a Warehouse, Distribution, and Storage Services (3300) use. (Fox Valley Farms, Inc. - 17-00546 / AU01/2-16.204-Fpn/R - SB - Ward 1)  

 

PURPOSE:

The Petitioner, Fox Valley Farms, Inc., is requesting approval of a Final Plan Revision for Lot 5 of the Aurora Corporate Center Subdivision, located at 2619 Beverly Drive, to construct a 24,897 square foot addition to its existing facility, for a Warehouse, Distribution, and Storage Services (3300) use.  

 

BACKGROUND:

The subject property is located at 2619 Beverly Drive, and is currently utilized by the Petitioner, Fox Valley Farms, Inc. for the storage and distribution of its products to customers.  Unit 3 is 2.43 acres, and maintains an existing 24,955 square foot building.  Unit 2 is presently vacant, and is .84 acres.  The subject property is 3.27 total acres, and is located in the Farnsworth International Development District.  The subject property is zoned PDD Planned Development District.

The Petitioner is requesting approval of a Final Plan Revision for Aurora Corporate Center, Lot 5.  Details of the request include the construction of a 24,897 square foot building on Unit 2, which will be an addition to the existing building on Unit 3 to allow for expanded business operations.  The proposed characteristics of the addition will match the existing building: it will be one-story, 28-'8" tall, and painted white pre-cast concrete.  Unit 2 will also maintain a new 28 car parking lot.  Entrance to this parking lot will be from Beverly Drive, with an exit on Ginger Woods Parkway, and will provide additional access to the existing parking lot on Unit 3. 

 

DISCUSSION:

Staff has reviewed the Final Plan Revision petition and have sent comments back to the Petitioner on those submittals.  The Petitioner has made the requested revisions to these documents and they now meet the applicable codes and ordinances. 

 

POLICIES AND GUIDELINES:

The Staff's evaluation and recommendation is based on the following Physical Development Policies:

 

14.1 (4):                      To encourage quality site design throughout the City of Aurora.

41.1 (2):                      To promote a balanced distribution of industries within the City.

51.1 (6):                      To promote the location and expansion of commercial activities within the City

                                          consistent with the Comprehensive Plan.  

 

RECOMMENDATIONS:

The Planning Commission recommended APPROVAL of the resolution approving a revision to the Final Plan on Lot 5 for Unit 2 and Unit 3 of Aurora Corporate Center Subdivision, located at 2619 Beverly Drive, being the Southeast Corner of Beverly Drive and Ginger Woods Parkway for a Warehouse, Distribution, and Storage Services (3300) use.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, by petition dated June 15, 2017, Fox Valley Farms, Inc. filed with the City of Aurora a petition Requesting approval of a Final Plan Revision for Lot 5 of Aurora Corporate Center Subdivision located at 2619 Beverly Drive for a 25,000 square foot addition to the Warehouse, Distribution and Storage Services (3300) Use and related required documents as attached hereto as Exhibits "A-1" through Exhibit “A-3”; and

 

WHEREAS, after referral of said petition from the Aurora City Council, the Aurora Planning Commission, on July 5, 2017, reviewed the petition and recommended APPROVAL of said petition; and

 

WHEREAS, on July 13, 2017, the Planning and Development Committee of the Aurora City Council reviewed said Final Plan Revision and the before mentioned recommendations and recommended APPROVAL of said petition; and  

 

NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Aurora, Illinois, finds as facts all of the preamble recitals of this Resolution and hereby grants APPROVAL of said Final Plan; and

 

BE IT FURTHER RESOLVED that the City Council of the City of Aurora hereby adopts the Final Plan and related required documents, as attached hereto as Exhibit "A-1" Final Plan, Exhibit “A-2” Landscape Plan, and Exhibit “A-3” Building and Signage Elevations, along with any dedications or modifications deemed necessary by the Aurora City Engineer.
