A resolution authorizing the purchase, in excess of $25,000 of certain fuels (On-road diesel, Off-road diesel and gasoline) for various City of Aurora departments (Fire, Parks, Water production, Airport and others) for daily operations and backup generator usage from Gas Depot Oil Co as part of the Northwest Municipal Purchasing Co-op.
PURPOSE:
Various City of Aurora (COA) departments utilize gasoline or diesel fuel for department operations, in addition several departments have emergency backup generators at critical facilities/locations that need to receive fuels on an "as needed basis". This resolution would allow those departments to purchase fuels through the Northwest Municipal Purchasing Co-op.
BACKGROUND:
Previously, COA departments independently contacted a vendor of their choice to purchase necessary fuel for their operations. The COA Procurement Division has recommended that all departments coordinate their fuel purchases to ensure advantageous pricing. Previous year's history shows approximately $150,000 in fuel purchases.
DISCUSSION:
The City of Aurora is a member of the Northwest Municipal Purchasing Co-op. By utilizing the Northwest Municipal Purchasing Co-op's awarded vendor, Gas Depot Oil Company, of Morton Grove Illinois, COA will receive quality fuels at the lowest publicly bid price. Each COA department will need to ensure appropriate funds are available in their designated accounts.
IMPACT STATEMENT:
Gas Depot Oil Co, has met with COA officials and agreed to meet all delivery requirements and concerns.
RECOMMENDATIONS:
That COA departments that purchase certain fuels be authorized to utilize Gas Depot Oil Co for their annual vehicle and generator fuel needs.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, Various City of Aurora (COA) departments utilize gasoline or diesel fuel for department operations, in addition several departments have emergency backup generators at critical facilities/locations that need to receive fuels on an "as needed basis; and
WHEREAS, This resolution would allow those departments to purchase fuels through Gas Depot Oil Co c/o the Northwest Municipal Purchasing Co-op; and
WHEREAS, The City of Aurora has provided funding in various departments budget to allow for fuel purchases; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: Authorize the purchase, in excess of $25,000 of certain fuels (On-road diesel, Off-road diesel and gasoline) for various City of Aurora departments for daily operations and backup generator usage, from Gas Depot Oil Co, as part of the Northwest Municipal Purchasing Co-op. And does hereby further authorize its Director of Procurement to issue the necessary orders to implement purchase of same
