SUBJECT:
Resolution to authorize a Professional Services Agreement for the design and construction observation of the Indian Trail Elevated Tank Site Improvements project for the Water Production Division.
 
PURPOSE:
To obtain City Council approval to attain a professional engineering services agreement with Engineering Enterprises, Inc., Sugar Grove, IL (EEI) for the design and construction observation of the Indian Trail Elevated Tank Site Improvements project for the Water Production Division.
 
BACKGROUND:
The 1.5 million gallon Indian Trail Elevated Tank, located at 1325 West Indian Trail, provides potable water distribution system pressure and storage capacity.  The tank was originally constructed in 1964 and was last recoated in 1984.  An inspection and evaluation report was prepared in November 2007, which identified the need to not only recoat and make safety improvements on the tank itself, but also noted several recommended improvements to the overall site.  The recoating of the tank was completed in summer/fall 2014, and the contractor is currently demobilizing from the site.  
 
 
DISCUSSION:
Through the process of analyzing the condition of the 50-year old tank and site, several site improvements became apparent that should also be completed as part of an overall site improvement project.  Unfortunately, the site is small and performing the tank recoating work at the same time as the numerous site improvements would have proved inefficient, costly, and potentially unsafe.  The specialized painting contractor necessary to perform the blasting and painting work would not have been knowledgeable with the site improvement work and vice versa.  Thus, it became apparent that splitting the work up into two separate projects was not only necessary, but also prudent.
 
As the painting work has been completed, the design, bidding, and construction of the site improvements can now begin.  Detailed plans and specifications must be prepared to permit public bidding of the site work.  Engineering Enterprises, Inc., (EEI) was hired to not only design but also to observe the repainting work on the water tank.  EEI therefore has intimate knowledge of the tank components and of the general existing site conditions.  Thus, it is recommended that EEI be retained to perform the design and construction observation for the site improvements project.
 
The general site improvement work will consist of:  1)  Installing an altitude valve in a vault to allow other water towers in town to be fully utilized; 2)  Paving the existing general site gravel access drive and the newly installed gravel access drive to the antenna monopole; 3)  Installing a storm sewer across the site to permit better drainage and usefulness of the site; 4)  Completing the installation of security fencing to separate the existing wireless carrier equipment buildings from the secured water tower compound; and 5)  Replacing portions of the existing degraded chain-link with barbed wire security fencing with an aesthetic security fence.
 
Funding for both the design and construction observation professional services is currently available in the 2014 City Budget account No. 510-4058-511-73-05 as part of CIP#I032.  Funding for the actual construction of the site improvements, which are scheduled for summer 2015, has been requested in the 2015 Budget also as part of CIP #I032.

RECOMMENDATIONS:
That the Mayor and City Council approve the attached resolution authorizing the Purchasing Director to execute an agreement with Engineering Enterprises, Inc., Sugar Grove, IL (EEI) for the design and construction observation of the Indian Trail Elevated Tank Site Improvements project on a time-and-material basis, for a not-to-exceed amount, of $84,000.00 for the Water Production Division.  It is further recommended that this matter be forwarded to the Buildings, Grounds, and Infrastructure Committee for review and recommendation.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
 
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
 
WHEREAS, the Indian Trail Elevated Tank, which was constructed in 1964, was recoated in 2014, but the recommended general site improvements have not been undertaken; and
 
WHEREAS, the city wishes to make a number of improvements to the Indian Trail Elevated Tank site including, paving, fencing, storm sewer installation, and an altitude valve installation; and
 
WHEREAS, a proposal has been received from Engineering Enterprises, Inc., to provide the necessary design and construction observation professional engineering  services to satisfactorily complete the project; and
 
WHEREAS, budgetary authority is granted and funds are available in the 2014 City Budget account No. 510-4058-511-73-05;
 
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: The Purchasing Director is hereby authorized to execute a professional services agreement with Engineering Enterprises, Inc., for professional design and construction observation services for an amount not-to-exceed $ 84,000.00 for the Indian Trail Elevated Tank Site Improvements project.
