SUBJECT:

A Resolution authorizing the award of a contract to Geneva Construction Company in the amount of $1,939,123.42 for the 2026 Citywide Right-of-Way Maintenance Project.

 

PURPOSE:

To award a Construction Contract for various maintenance projects throughout the City.

 

BACKGROUND:

The City maintains over 530 centerline miles of streets that include sidewalks, pavement markings and bike paths.  Staff have identified over 27,000 square feet of deteriorated sidewalks, nearly 20,000 square yards of deteriorated pavement and over 28 miles of pavement markings that need to be replaced.  This project will also include overlaying bike paths, crack sealing, and other miscellaneous maintenance work throughout the City.

 

Through a separate City Council action, the City is planning to award a contract to a different company to complete the pavement marking work under DuPage's County joint purchasing program.  It is anticipated that the City-wide pavement marking work for the year will be primarily completed under that separate contract, with most/all of the pavement marking work shown in this bid being removed.

 

DISCUSSION:

This project was advertised on July 15, 2026 on the City's Procurement website. Bids were opened and publicly read through the Procurement website on July 29, 2026. The posted bid documents are attached as Exhibit 'A'. The bid tabulation and evaluation for the 2 bids received is attached as Exhibit 'B'.  The lowest responsible bid was submitted by Geneva Construction Company of Aurora, IL in the amount of $1,939,123.42 which 2.87% less than the Engineer's Cost Estimate in the amount of $1,996,370.36.

 

The local preference ordinance applies to this project, but the low Contractor bid was from an Aurora company.

 

We recommend awarding the 2026 Citywide Right-of-Way Maintenance Contract to Geneva Construction Company.

 

A copy of Geneva Construction Company's submitted bid is attached as Exhibit 'C'.  A copy of the Verification of Good Standing is attached as Exhibit 'D'. 

 

The 2026 City Budget provides funds for this project in the following accounts:

IMPACT STATEMENT:

Construction will begin in September and be completed by November. Minor impacts to local traffic are expected.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, it is necessary and desirable to repair sidewalks, streets and bike paths and perform various maintenance projects throughout the City; and

 

WHEREAS, bids were received and publicly opened and read on July 29, 2026, with bid tabulation and evaluation attached hereto and incorporated as Exhibit 'B'; and

 

WHEREAS, Geneva Construction Company, P.O. Box 998, Aurora, IL 60507 was the lowest responsible bidder in the amount of One Million Nine Hundred Thirty Nine Thousand One Hundred Twenty Three Dollars and Forty Two Cents ($1,939,123.42); and

 

WHEREAS, the 2026 City Budget provides funds in the following accounts:

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the Director of Purchasing is hereby authorized to execute a contract with Geneva Construction Company for the unit prices shown within the bid as set forth in Exhibit 'C'.
