A Resolution Approving a Final Plan for Lot 2 of Bell Gale Business Park Resubdivison located at 335 Marshall Avenue being the northwest corner of Marshall Avenue and Gale Street (A & E Roofing and Siding, Inc. - 17-00253 / AU21/4-17.033-Fpn - JM - Ward 4)  

 

PURPOSE:

The Petitioner A & E Roofing and Siding, Inc. is requesting approval of a Final Plan for Lot 2 of Bell Gale Business Park Resubdivision  located at 335 Marshall Avenue being the northwest corner of Marshall Avenue and Gale Street for one Business and Professional, Office (2400) & Warehouse, Distribution and Storage Services (3300) Uses.  

 

BACKGROUND:

The Subject Property is currently vacant with M-1(S) Manufacturing - Limited zoning, which is part of the Bell-Gale Industrial Condominium Park Special Use Planned Development. Additional information on the legislative history of the property can be found in the attached Property Information Sheet. 

 

The Petitioner is requesting approval of a Final Plan.  The details of the request include the construction of an office/warehouse building. The building consists of 3,427 square feet of office and 4,885 of warehouse with a total of 40 parking spaces, of which 14 parking spaces are within a gated area. The Petitioner will be constructing a sidewalk along Gale Street and Marshall Avenue. Access into each parking lot will be off of Marshall Avenue. Stormwater detention has already been accounted for as part of the overall subdivision.

 

The Building and Signage Elevations include a building composed of two sections. The office section that faces Marshall Avenue is a 22 ft. tall building clad in horizontal, dark grey hardie board siding with an asphalt roof and features columns at the entrance and a stone knee wall. The approximate 31 ft. tall warehouse section continues the stone knee wall and horizontal grey siding along the bottom with vertical, lighter grey hardie board siding along the top. Windows span the top portion of the warehouse on all elevations. The roof of the warehouse is standing seam metal, which is shown in the attached brochure. A metal decorative fence runs to the north and east of the development. 

 

The Landscape Plan contains additional buffering than required along the perimeter of the proposed development facing the residential section, including the use of additional evergreen trees. Street trees are shown along the right-of-way on Marshall Avenue. 

 

DISCUSSION:

Staff has reviewed the Final Plan petition and have sent comments back to the petitioner on those submittals.  The petitioner has made the requested revisions to these documents and they now meet the applicable codes and ordinances, with the exception of the items mentioned in the Staff Recommendation listed below. 

 

POLICIES AND GUIDELINES / IMPACT STATEMENT:

The Staff’s Evaluation and Recommendation are based on the following Physical Development Policies: / section(s) of the City of Aurora Historic Districts and Landmarks Guidelines:

11.0                      To guide the growth of the City in an orderly and structured manner.

11.1(5)  To guide and promote development to areas where public utilities, public roads and municipal services are either available or planned.

40.1(1)  To attract and encourage industrial, office and office-research development to planned sites where requisite public facilities are either present or proposed.

40.1(7)  To encourage improvements in existing industrial areas that minimize industrial blight and reduce incompatibilities with neighboring land uses.  

 

RECOMMENDATIONS:

The Planning Commission recommended CONDITIONAL APPROVAL of the Resolution Approving a Final Plan for Lot 2 of Bell Gale Business Park Resubdivison located at 335 Marshall Avenue being the northwest corner of Marshall Avenue and Gale Street, with the following conditions:

 

1.) That the 6 CTEs along the vacant portion of the northern property line should be installed at the time of construction of this development.

 

2.) That the sidewalk and 4 street streets along the vacant portion of the southern property shall be installed at the time of construction of the second building or within 5 years whichever is sooner.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS by petition dated March 15, 2017, A & E Roofing and Siding, Inc. filed with the City of Aurora a petition Requesting approval of a Final Plan for Lot 2 of Bell Gale Business Park Resubdivision located at 335 Marshall Avenue being the northwest corner of Marshall Avenue and Gale Street for one Business and Professional, Office (2400) & Warehouse, Distribution and Storage Services (3300) Uses and related required documents as attached hereto as Exhibits "A-1" through Exhibit “A-3”; and

 

WHEREAS, after referral of said petition from the Aurora City Council, the Aurora Planning Commission on May 17, 2017, reviewed the petition and recommended CONDITIONAL APPROVAL of said petition; and

 

WHEREAS, on May 25, 2017, the Planning and Development Committee of the Aurora City Council reviewed said Final Plan and the before mentioned recommendations and recommended CONDITIONAL APPROVAL of said petition; and  

 

NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Aurora, Illinois, finds as facts all of the preamble recitals of this Resolution and hereby grants CONDITIONAL APPROVAL of said Final Plan with the following conditions:

 

1.) That the 6 CTEs along the vacant portion of the northern property line should be installed at the time of construction of this development.

2.) That the sidewalk and 4 street streets along the vacant portion of the southern property shall be installed at the time of construction of the second building or within 5 years whichever is sooner.

 

BE IT FURTHER RESOLVED that the City Council of the City of Aurora hereby adopts the Final Plan and related required documents, as attached hereto as Exhibit "A-1" Final Plan, Exhibit “A-2” Landscape Plan, and Exhibit “A-3” Building and Signage Elevations, along with any dedications or modifications deemed necessary by the Aurora City Engineer.
