A Resolution Authorizing Payment to Trotsky Investigative Polygraph, Inc. as the Provider for Services of Pre-employment Polygraph Assessments through December 31, 2017.
PURPOSE:
To obtain approval for payment to Trotsky Investigative Polygraph, Inc. for services rendered in 2017 for pre-employment polygraph assessments.
BACKGROUND:
Trotsky Polygraph is a company specializing in polygraph assessments. All public safety employees including police and fire personnel are required to pass a polygraph assessment to move forward in the hiring process. As one of the only providers in the area, the City has utilized Trotsky Polygraph to administer pre-employment polygraph assessments for public safety employees since 2014.
DISCUSSION:
Trotsky Polygraph continues to be an exceptional provider and I am requesting approval for payment to Trotsky Polygraph for their ongoing assessment services through the end of the year.

That the City Council approves the resolution authorizing the payment to Trotsky Polygraph through December 31, 2017.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the City desires to continue utilizing Trotsky Polygraph to provide services of Polygraph Assessments for pre-employment purposes; and
WHEREAS, funds have been allocated in the Human Resources Department 2017 Budget in the amount of $15,000 for pre-employment testing in account #101-1220-419.32-11.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: authorizing the payment to Trotsky Polygraph for services rendered in 2017 for pre-employment Polygraph Assessments.
