A Resolution Approving a Revision to the Final Plan on Lot 2 of Life Storage Center Subdivision, located at 1650 North Randall Road for a Mini-Storage, Common Corridor Units (3342) use. (Extra Space Management, Inc - 24-0824 / AU08/1-24.469-FPN/R - SB - Ward 5)
PURPOSE:
The Petitioner, Extra Space Management, Inc., is requesting approval of a Final Plan Revision for Lot 2 of Life Storage Center Subdivision, located near the northwest corner of N Randall Rd and Sullivan Rd, for a Mini-Storage, Common Corridor Units (3342) use, which includes the construction of an approximately single-story building that has a footprint of approximately twenty-two thousand (22,000) square feet.
BACKGROUND:
The Subject Property is zoned B-2(C), Business District - General Retail with a Conditional Use Planned Development. The Subject Property, which is currently a parking lot, is Lot 2 of Life Storage Center Subdivision, and is approximately one (1) acre. The Subject Property is associated with the existing storage facility directly to the west, which is located at 1650 N Randall Rd, and the multi-tenant commercial building directly to the north, which is located at 1660 N Randall Rd. The Subject Property, as well as 1650 and 1660 N Randall Rd were all subject to a Conditional Use Planned Development, approved per O23-024, and a Final Plan Revision, approved per R23-106, which allowed for the subdivision to be redeveloped for an expanded, indoor self-storage facility at this location.
The Petitioner, Extra Space Management, Inc., is requesting approval of a Final Plan Revision for Lot 2 of Life Storage Center Subdivision for a Mini-Storage, Common Corridor Units (3342) use. This proposal’s Final Plan Revision is limited to what was previously approved for Lot 2. The building is being reduced from a three (3) story building to a one (1) story building, and the footprint is being expanded from approximately nineteen thousand, six hundred (19,600) square feet to the proposed twenty-two thousand (22,000) square feet. The proposed building’s roof height is thirteen (13) feet. This Final Plan Revision proposal also indicates the building’s exterior is to be of a stucco and EIFs material, and a color scheme that matches the end user’s branding. The Final Plan indicates twenty-one (21) striped parking spaces on Lot 2, which exceeds the minimum parking requirement of six (6) parking spaces. The Final Plan Revision also maintains the dedicated Cross Access Easement that runs through the Subject Property for the commercial property to the west, 1465 N Randall Rd.
This Final Plan Revision does not include any additional changes to the previously approved Final Plan, R23-106, for the properties located at 1650 and 1660 N Randall Rd.
DISCUSSION:
Staff has reviewed the Final Plan Revision and have sent comments back to the Petitioner based on those submittals. The Petitioner has made the requested revisions to these documents and they now meet the applicable codes and ordinances.
POLICIES AND GUIDELINES:
The Staff’s Evaluation and Recommendation are based on the following Physical Development Policies:
14.1 (4): To encourage quality site design throughout the City of Aurora.
31.1 (2): To promote the development of commercial facilities in existing or planned
commercial areas.
51.1 (3): To actively promote and pursue the retention of businesses and industries
presently located within the City of Aurora.
RECOMMENDATIONS:
Staff would recommend APPROVAL of the resolution approving a Revision to the Final Plan on Lot 2 of Life Storage Center Subdivision, located at 1650 North Randall Road for a Mini-Storage, Common Corridor Units (3342) use.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, by petition dated October 22, 2024, Extra Space Management, Inc filed with the City of Aurora a petition “Requesting approval of a Final Plan Revision for Lot 2 of Life Storage Center Subdivision, located at 1650 North Randall Road for a Mini-Storage, Common Corridor Units (3342) use,” and related required documents as attached hereto as Exhibits "A-1" through Exhibit “A-3”; and
WHEREAS, on November 13, 2024, the Building, Zoning and Economic Development Committee of the Aurora City Council reviewed said Final Plan and recommended APPROVAL of said petition; and
WHEREAS, the decision of the Building, Zoning and Economic Development Committee with respect to a Final Plan is subject to appeal to the City Council in the manner set forth in Chapter 34 of the Code of Ordinances, City of Aurora, Illinois; and
WHEREAS, no person authorized under Chapter 34 to appeal such decision having done so in the manner set forth in the Code, the Decision of the Building, Zoning and Economic Development Committee constitutes final action on the proposed Final Plan; and
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Aurora, Illinois, finds as fact all of the preamble recitals of this Resolution and hereby grants APPROVAL of said Final Plan.
BE IT FURTHER RESOLVED that the Building, Zoning and Economic Development Committee of the City of Aurora hereby adopts the Final Plan and related required documents, as attached hereto as Exhibit "A-1" Final Plan, Exhibit “A-2” Landscape Plan, and Exhibit “A-3” Building and Signage Elevations, along with any easement dedications deemed necessary by the Aurora City Engineer.
