A Resolution Approving a Final Plan on Lot 3A of the Resubdivision on Lots 3 and 4 of Prime Business Park Unit No. One Subdivision located at west of Randall Road, between Sequoia Drive & Sullivan Road, Aurora, Illinois (Seefried Industrial Properties, Inc. - L15-00364 / AU08/1-15.048-Fsd/Fpn/R - TV - Ward 5)   
 
PURPOSE:
The Petitioner, Seefried Industrial Properties, Inc., filed a petition with the City of Aurora on April 23, 2015, requesting approval of a Final Plan for Lot 3A of Resubdivision of Lots 3 and 4 of Unit No. One, Prime Business Park Subdivision.  The proposal consists of constructing a 372,480 square foot office/warehouse building on 18.849 acres.   
 
BACKGROUND:
The Subject Property is located west of Randall Road, between Sequoia Drive & Sullivan Road and is currently vacant property.  The property is zoned ORI Office, Research, and Light Industrial since it has been annexed into the city in 1988 and allows for office/warehouse uses.  The Subject Property is directly west of the proposed multi-story condominium buildings that is associated with Swami Temple and the Randall Plaza, a retail center at the corner of Randall and Sullivan Road.
 
The proposed office/warehouse building contains 36 docks and a total 93 truck parking spaces.  In addition, there are a total 312 automobile parking spaces, of which 12 spaces are handicapped which meets the City's parking requirements for office and warehouse uses.
 
The plan shows four access points, two on Sequoia Drive and two on Sullivan Road.  The westerly access points will access the dock and truck parking while the easterly access points will be for the office and automobile parking.
 
A 4 foot tall monument sign is being proposed along Sequoia Drive and landscaping is being implemented throughout the property.  Stormwater detention has been accounted for on the adjacent property to the west, therefore, onsite detention is not required.  
 
DISCUSSION:
The petitioner has made the requested revisions to these documents and they now meet the applicable codes and ordinances, with the exception of the items mentioned in the Staff Recommendation listed below.
 
To help buffer from the potential multi-family condominium to the east of this property, the office/warehouse was designed so that the docks and truck parking are on the west side and the offices and automobile parking are on the east side of the building.  
 
POLICIES AND GUIDELINES:
The Staff's Evaluation and Recommendation are based on the following Physical Development Policies:
 
10.0 To provide for the orderly, balanced and efficient growth and redevelopment of the City through the positive integration of land use patterns, functions, and circulation systems.  To protect and enhance those assets and values that establishes the desirable quality and general livability of the City.  To promote the City's position as a regional center.
11.0 To guide the growth of the City in an orderly and structured manner.
11.1(5) To guide and promote development to areas where public utilities, public roads and municipal services are either available or planned.
11.1(3) To encourage new development contiguous to existing development.
40.1(1) To attract and encourage industrial, office and office-research development to planned sites where requisite public facilities are either present or proposed.   
 
RECOMMENDATIONS:
The Planning Commission recommends CONDITIONAL APPROVAL of the Resolution Approving a Final Plan on Lot 3A of the Resubdivision on Lots 3 and 4 of Prime Business Park Unit No. One Subdivision located at west of Randall Road, between Sequoia Drive & Sullivan Road, Aurora, Illinois, with the following conditions:   
 
1. That the retaining wall shall be designed by a State of Illinois Licensed, Structural Engineer.
2. That a guardrail system shall be installed to protect vehicles from the edge of the retaining wall.
 
3. That the western access along Sullivan Road shall be right-out only.
 
4. That the developer shall be responsible for 30% of the total cost for a 5-lane section with raised median through their frontage along Sullivan Road.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
 
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
 
WHEREAS, by petition dated April 23, 2015, Seefried Industrial Properties, Inc., filed with the City of Aurora a petition requesting approval of a Final Plan on Lot 3A of Resubdivision of Lots 3 and 4 of Unit No. One Prime Business Park and related required documents as attached hereto as Exhibits "A-1" through Exhibit "A-4"; and
 
WHEREAS, on May 20, 2015, the Aurora Planning Commission reviewed said Final Plan and recommended CONDITIONAL APPROVAL of said petition; and
 
WHEREAS, on May 28, 2015, the Planning and Development Committee of the Aurora City Council reviewed said Final Plan and the before mentioned recommendations and recommended CONDITIONAL APPROVAL of said petition; and   
 
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Aurora, Illinois, finds as facts all of the preamble recitals of this Resolution and hereby grants CONDITIONAL APPROVAL of said Final Plan with the following conditions:
 
1. That the retaining wall shall be designed by a State of Illinois Licensed, Structural Engineer.
 
2. That a guardrail system shall be installed to protect vehicles from the edge of the retaining wall.
 
3. That the western access along Sullivan Road shall be right-out only.
 
4. That the developer shall be responsible for 30% of the total cost for a 5-lane section with raised median through their frontage along Sullivan Road.
 
BE IT FURTHER RESOLVED that the City Council of the City of Aurora hereby adopts the Final Plan and related required documents as attached hereto as Exhibit "A-1" Final Plan, Exhibit "A-2" Landscape Plan, Exhibit "A-3" Building and Signage Elevations, Exhibit "A-4" Fire Access Plan along with any dedications deemed necessary by the Aurora City Engineer.
