Resolution to Enter into an Agreement with Michael Preston of 176 Westwood Ln., North Aurora, IL 60542 for Non- Exclusive Boat Rental Concessions at Phillips Park Mastodon Lake
PURPOSE:
To seek City Council approval to allow Michael Preston to rent battery powered boats at Phillips Park Mastodon Lake.
BACKGROUND:
Mastodon Lake at Phillips Park has a boat dock that was installed several years ago. Since the installation of the of boat docks, usage has been infrequent and therefore this agreement shouldn't affect other users. Michael Preston had previously operated his boat rental business under an agreement with the Fox Valley Park District (FVPD) at Spring Lake Park on McCoy Dr.
DISCUSSION:
Michael Preston has several battery powered boats that could operate from the dock and would leave available dock spaces for other users. The City would approve the days and hours of operation. The City would also receive 15% of gross boat concession revenue. We checked with the FVPD and were told that Mr. Preston ran a very good operation and they didn't have any issues of concern.
IMPACT STATEMENT:
This agreement will not create additional expense to the City and will provide an amenity that is consistent with the Parks use.
RECOMMENDATIONS:
Request City Council approval to enter into an agreement with Michael Preston of 176 Westwood Ln., North Aurora, IL 60542 for non- exclusive boat rental concessions at Phillips Park Mastodon Lake

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, Michael Preston would like to operate boat rental concessions at Phillips Park Mastodon Lake; and
WHEREAS, the City would establish the days and hours of boat rental operations; and
WHEREAS, the City would receive 15% of gross boat rental concession revenue, and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: to Enter into an Agreement with Michael Preston of 176 Westwood Ln., North Aurora, IL 60542 for Non- Exclusive Boat Rental Concessions at Phillips Park Mastodon Lake
