SUBJECT:

A Resolution to award the S. Lincoln Ave. and Simms St. Sewer Separation project located in Ward 4 to H. Linden & Sons Sewer and Water, Inc. in the bid amount of $179,748.00

 

PURPOSE:

To install new storm sewer removing stormwater from the combined sewer system at the intersection of S. Lincoln Ave. and Simms St.

 

BACKGROUND:

New storm sewer will be installed to remove surface drainage flows from the combined sewer system.  A location map is attached as Exhibit A to show the limits of the project.  This project will help satisfy the requirements associated with the City's Long Term Control Plan and the City's Illinois Environmental Protection Agency Combined Sewer System Overflow.

 

DISCUSSION:

The proposed improvements have been publicly posted and bid in conformance with City procedures.  The posted bid document is attached as Exhibit B.  Five conforming bids were received on April 9, 2025. The bid tabulation is attached as Exhibit C. The low bidder was H. Linden & Sons Sewer and Water, Inc. and their submitted bid is attached as Exhibit D.

 

This project was subject to the Local Preference Ordinance, however no local contractors submitted.

 

The total amount of this project ($179,748.00) will be funded with account 281-1856-512-73-09 (B031, $3,050,000.00 LTCP Improvements - Sewer Separation).

 

IMPACT STATEMENT:

Traffic will be detoured to adjacent blocks, but the increase in traffic on the adjacent neighboring blocks will be temporary and negligible. At times, the adjacent local businesses may lose driveway access, but the contractor will provide adequate notice ahead of time. Water and sanitary service interruptions will not be impacted during construction of this project.

 

RECOMMENDATIONS:

I request the proposed resolution be adopted.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, a new separate storm sewer is desired to remove stormwater from the combined sewer system along S. Lincoln Ave. and Simms St.; and

 

WHEREAS, the proposed improvements have been publicly posted and bid in conformance with City procedures; and

 

WHEREAS, five conforming bids were received on April 9, 2025, with H. Linden & Sons Sewer and Water, Inc. submitting the lowest responsible bid in the amount of $179,748.00; and

 

WHEREAS, the entire amount ($179,748.00) for this project is budgeted for in 2025 within account 281-1856-512-73-09 (B031, $3,050,000.00 LTCP Improvements - Sewer Separation).

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the Director of Purchasing is hereby authorized to execute a contract with H. Linden & Sons Sewer and Water, Inc. in the bid amount of $179,748.00
