PURPOSE:
This Resolution will authorize the Agreement to Utilize Federal Funds, Approve the Engineering Agreement to oversee Construction and Appropriate Motor Fuel Tax (MFT) funds for the Indian Trail Bridge Project.
 
BACKGROUND:
Preliminary Engineering was completed in 2010 and 2011.  Design Engineering, which includes the preparation of detailed plans and specifications for the rehabilitation of both Indian Trail bridges over the Fox River, is complete. The Illinois Department of Transportation (IDOT) has scheduled the November 8, 2013 bid letting for this project. The City has secured Federal Bridge Funds that will be administered through IDOT to cover 80% of the construction and engineering costs. The Local Agency Agreement and the Construction Engineering Agreement for Federal Participation is required to be executed by the Mayor.
 
DISCUSSION:
Indian Trail Road spans the east and west branches of the Fox River with 2 structures separated at Gregory Island.  The existing bridges built in 1963 need to be rehabilitated and improved. This project will remove and replace the concrete decks, widen each bridge 10 feet, replace the structural bearings, repair and widen the existing piers, re-paint the existing steel beams, install decorative parapets with railings, install decorative LED street lights, and provide a 7 foot wide sidewalk on both sides.  We expect construction to begin in March of 2014 and both bridges to be completed by September, 2015. The anticipated construction schedule includes completing one bridge each year with full roadway construction closures from March to September in 2014 and 2015.  
 
The estimated construction cost of $10,000,000 will be front funded with Federal funds (STP-Br) secured by the city.  IDOT will periodically invoice the City 20% of the actual construction costs as the project progresses.
 
The attached Local Agency Agreement for Federal Participation (BLR 05310) defines the Division of Cost utilizing the Federal Funds to cover 80% of the cost with a maximum FHWA participation of $8,720,000 and a final City share of $2,180,000.  
 
 
The attached Construction Engineering Agreement for Federal Participation (BLR 05611) from HR Green, Inc., 8 E. Galena Blvd., Aurora, IL in the amount of $899,776.35 will provide full time on-site Construction Inspection Services from project start-up to project close out. The City will front fund these engineering costs with Motor Fuel Tax (MFT) funds and will be reimbursed 80% of the costs or approximately $720,000.  
 
IDOT requires a Resolution to Appropriate the MFT funds prior to their expenditure for approved roadway projects.  The Resolution for Improvement (BLR 09111) appropriating MFT funds in the amount of $2,900,000 for this project is also attached.
 
IDOT has requested 5 copies of each agreement with original signatures and 2 copies of the MFT Resolution.  The 2013 City Budget provides $100,000 for this item in account no. 203-4460-431.76-48 (MFT) and balance in the 2014 and 2015 CIP.
 
IMPACT STATEMENT:
During construction, traffic will be detoured using Sullivan Road bridge and Illinois Avenue bridge as alternate routes. Gregory Island Park will also be closed. The Police Department, the Fire Department and other agencies have been notified of the impending construction and extended road closures.
