A resolution to purchase one six inch trash pump from Xylem Dewatering Solutions Inc. of Lansing, IL. 60538 in the amount of $53,572.10 for the Water and Sewer Division.
PURPOSE:
Large trash pumps are needed for a variety of maintenance issues. The primary function is to mitigate flooded public roadways, ponds and lakes.
BACKGROUND:
Invitations to bid were solicited on June15, 2014. Bids were submitted by Xylem Dewatering Solution Inc. and Griffin Pump. Xylem Dewatering Solution Inc. submitted the lowest responsible bid that met the intent and requirements of the specifications.
DISCUSSION:
Funding to purchase the six inch pump is available in account 510-4063-511.74-99 of the Water and Sewer Fund; $50,000 dollars is allotted for the purchase of the pump. A budget transfer in the amount of $3,572.10 from account 510-4063-511.38-47 (W/S Fund) will be required to complete the purchase. Xylem Dewatering Solution does not have any outstanding debt owed to the City of Aurora.
Xylem Dewatering Solution is not a sole source. Griffin Pump submitted the lowest bid but it did not meet the bid requirements and therefore should be considered a no bid.
IMPACT STATEMENT:
The areas impacted by overland flooding has grown exponentially due to 25 plus years of growth and development. Large capacity pumps are a resource necessary to alleviate and reduce the duration of road closures as a result of flooding.
The six inch pumps are also utilized at sanitary and storm lift stations in the event of pump failure.
RECOMMENDATIONS:
I am recommending that the bid for a six inch trash pump from Xylem Dewatering Solutions Inc. in the amount of $53,572.10 be approved by the Finance Committee and moved to the full council.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, sealed bids were received on July 2, 2014 from Xylem Dewatering Solutions Inc. and Griffin Pump; and
WHEREAS, Griffin Pump submitted the lowest bid but it did not meet the specified requirements and should be considered a no bid; and therefore, Xylem Dewatering Solution Inc. submitted the lowest responsible bid that met the requirements and intent as specified.
WHEREAS, account 510-4063-511.74-99 (W/S Fund) of the 2014 budget provides $50,000 which will be coupled with a budget transfer for $3,572.10 from account 510-4063-511.38-47 (W/S Fund) towards the purchase of the pump.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: authorize the purchase of one six inch trash pump from Xylem Dewatering Solutions Inc. of Lansing ,IL 60438 in the amount of $53,572.10 for the Water and Sewer division and further authorize the Purchasing Director to issue the necessary orders to implement purchase of the same.
