SUBJECT:

A resolution authorizing the Director of Purchasing to execute a contract with National Technologies, Inc. in the amount of $60,000 for fiber relocation in association with the Farnsworth and Bilter Roadway Improvement Project. 

 

PURPOSE:

To execute a contract with National Technologies, Inc. to relocate city owned fiber utilities as required for the roadway improvements along Farnsworth Avenue and Bilter Road. 

 

BACKGROUND:

In conjunction with the roadway widening improvements along Church Road, Farnsworth Avenue and Bilter Road, various utilities need to be relocated to accommodate the new roadway geometry.  One such utility is the city owner fiber.

 

The IT Department worked in conjunction with NTI to determine the scope of the fiber relocation associated with this roadway project.  Has done some work to date, in order to maintain service while the roadway improvements are underway, the scope of this work is the final new installations that will occur once the new roadway construction is complete. 

 

DISCUSSION:

NTI was awarded the Kane County fiber contract, which was competitively bid; as this satisfies the city's procurement requirements, this bid has been adopted by the city for fiber improvements throughout the city (R24-076).  The proposed award amount consists of the proposal from NTI ($58,152) as well as a contingency amount, bringing the executed contract value to $60,000.  Fiber funds are available in account 340-1280-419.73-86, CIP C104.

 

IMPACT STATEMENT:

Relocation of this facility will allow for continued service provided by the fiber utility and timely construction will reduce the overall timeline of the construction project minimizing delays. 

 

RECOMMENDATIONS:

I request the proposed resolution be adopted.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, the relocation of the city fiber utility is required as a part of the adjacent roadway improvements, and

 

WHEREAS, via resolution R24-076, the city adopted unit prices that were competitively bid by Kane County and awarded to National Technologies, Inc., and

 

WHEREAS, funds for this $60,000 relocation contract are available in account 340-1280-419.73-86 in CIP C104; and

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: the Director of Purchasing is hereby authorized to execute a contract with National Technologies, Inc. in the amount of $60,000 for fiber relocation in association with the Farnsworth and Bilter Roadway Improvement Project.
