Resolution to award a contract for the Roofing and Skylight Replacement project for the Water Production Division.
PURPOSE:
To obtain City Council approval to award the Roofing and Skylight Replacement project for the Water Production Division to Olsson Roofing Company, Inc., Aurora, IL, in an amount of $700,550.00.
BACKGROUND:
The Aurora Water Treatment Plant (WTP) was originally constructed in 1992 with an expansion occurring in 2002. The original WTP building is approximately 49,000 square feet and the existing roof over this portion of the WTP is a single-ply EPDM fully-adhered membrane. This membrane is placed on top of sloped polystyrene insulation material. While the membrane has lasted and performed well for the last 22 years, it is nearing the end of its useful life. Also, four large barrel-vaulted skylights are in need of replacement.
DISCUSSION:
The roofing which exists at the WTP protects not only the treatment plant area, but also the laboratory and office spaces located at the facility. As the roof system has aged, the membrane has become unattached and has begun to "billow" at several locations. In addition to the membrane issues, the four originally installed large barrel-vaulted skylights need replacement as the glazing of all the skylights is cracked and leaking.
The contract to perform the reroofing and skylight replacement work was advertised on April 12, 2015, and bids were opened on May 13, 2015. A total of seven submittals were received (bid summary attached). The lowest responsive bid was submitted by Olsson Roofing Company, Inc., Aurora, IL, (OLS) for $700,550.00. The total range of bids received was $700,550.00 to $896,900.00, with the three low bids being less than $46,000.00 apart. Cordogan Clark & Associates, Aurora, IL (CCA), the project consultant, provided an architect's cost estimate of $757,500 for this project. The WPD believes the bids represent a fair estimate of the actual cost of work due to the excellent spread and range of bids received.
The lowest responsible bidder, OLS, is a roofing contractor, located within city limits, specializing in all sizes and types of new and maintenance roofing projects. OLS has performed several projects at Water Production Division facilities in the past with favorable results. They have also completed several projects for clients outside the city of Aurora of similar size and scope to this project, and the references provided related favorable experiences. In the attached letter dated May 15, 2015, CCA has recommended OLS be awarded the project.
Funding for this project is thru CIP# I040. The 2015 City Budget provides sufficient funding to accommodate both the received bid and the related architectural services in account No. 510-4058-511-73-08.

None.
RECOMMENDATIONS:
That the Mayor and City Council award the Roofing and Skylight Replacement project to Olsson Roofing Company, Inc., in an amount of $700,550.00. It is further recommended that this matter be forwarded to the Buildings, Grounds, and Infrastructure Committee for review and recommendation.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the Water Production Division seeks to have the roofing and skylights replaced over the original section of the Aurora Water Treatment Plant located at 1111 Aurora Ave; and
WHEREAS, bids were received and publicly opened and read on May 13, 2015 for the Roofing and Skylight Replacement project, and
WHEREAS, Olsson Roofing Company, Inc., Aurora, IL is the lowest responsive, responsible bidder in the amount of $700,550.00; and
WHEREAS, funds are available in the City Budget in Account No. 510-4058-511-73-08 for roofing and skylight replacement of the Aurora Water Treatment Plant (CIP# I040);
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: Hereby authorizes the Director of Purchasing to execute a contract with Olsson Roofing Company, Inc., for the Roofing and Skylight Replacement project, as bid per the contract documents, in the amount of $700,550.00.
