Reimbursement of Costs for the 59 Transit Center Main Staircase Replacement
 
PURPOSE:
To obtain approval to enter into an intergovernmental funding agreement with Metra.
 
BACKGROUND:
On June 25, 2019, the Aurora City Council approved a resolution authorizing the replacement of the deteriorating main staircase at the Route 59 Transit Center in an amount not to exceed $156,512.59.  
 
Metra, the Commuter Rail Division of the Regional Transportation Authority, has subsequently offered to reimburse the City for a portion of the costs associated with the staircase replacement project and has proposed an intergovernmental funding agreement.
 
DISCUSSION:
Upon completion of the project and under the terms outlined in the attached agreement, Metra will reimburse the City of Aurora up to $50,000.00 for eligible project costs incurred.
 
Monies received from Metra will be credited to Transit Fund account: 530-4434-341.10-99.

RECOMMENDATIONS:
I recommend that the City Council adopts a resolution to enter into an intergovernmental funding agreement with Metra to recoup a portion of the costs associated with the main staircase replacement at the Route 59 Transit Center.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
 
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
 
WHEREAS, the main staircase at the Route 59 Transit Center was budgeted and approved for replacement in 2019, and
 
WHEREAS, Metra has proposed an intergovernmental funding agreement to reimburse the City of Aurora for a portion of the costs incurred in the replacement of the Route 59 Transit Center main staircase, and
 
WHEREAS, Monies received from Metra will be credited to Transit Fund account:  530-4434-341.10-99
 
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that he City Council of Aurora adopts a resolution to enter into an intergovernmental funding agreement with Metra to reimburse the City for a portion of the costs incurred in the replacement of the main staircase at the Route 59 Transit Center.
