SUBJECT:
Appointment of the new 7th Ward Alderman to two Standing Committees of the City Council.
PURPOSE:
To approve the Mayor's appointment of the newly appointed 7th Ward alderman to two of the standing committees of the City Council.
BACKGROUND:
On May 14, 2019, the City Council revised Chapter 2, Article II, Division 5 of the Code of the City of Aurora (City Code) to establish five standing committees of the Council, each consisting of five aldermen. Section 2-123(a) provides that to the extent practicable, each alderman shall serve on two (2) standing committees. Section 2-123, further provides that the Mayor shall, with the advice and consent of the City Council appoint aldermen to the standing committees and designate members of each committee to serve as the committee's chairperson and vice chairperson.
DISCUSSION:
The Mayor's proposed appointment is consistent with the requirements of Section 2-123 of the City Code described herein.
IMPACT STATEMENT:
The advice and consent of the City Council is required for confirmation of the Mayor's appointment.
RECOMMENDATIONS:
That the City Council approve the Mayor's appointment to the respective standing committees.

A Resolution Granting the Advice and Consent of the City Council to the Mayor's Appointment of Alderperson Brandon Tolliver to the standing committees of the City Council.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, Section 2-123(b) of the Code Ordinances (City Code) provides that the Mayor shall appoint alderpersons to the standing committees of the City Council and to submit to the City Council those appointments for its advice and consent thereupon; and
WHEREAS, Section 2-123 (a) expressly provides that each standing committee shall consist of five (5) members and alderperson shall serve as a member of at least two (2) standing committees; and
WHEREAS, on September 5, 2023, the Mayor appointed Brandon Tolliver as Alderperson of Ward 7 to complete the unexpired term of Alderwoman Scheketa Hart-Burns, and the City Council granted its advice and consent to such appointment; and
WHEREAS, the Finance and Infrastructure & Technology committees presently consist of four (4) members; and
WHEREAS, the Mayor has appointed Alderperson Brandon Tolliver to as the fifth member of the aforesaid committees; and
WHEREAS, the Mayor now requests the advice and consent of the Council with respect to said appointments as fully set forth in Exhibit A;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the City Council hereby gives its advice and consent to the Mayor's appointment to the standing committees of the City Council as set forth in Attachment A to this Resolution; and further
BE IT RESOLVED, that said appointments and designations shall become effective September 12, 2023.
