A resolution to award a contract to Anthony Roofing Tecta America LLC for the River Intake Building Roofing Membrane Replacement Project in the not to exceed amount of $61,713.75.
PURPOSE:
To obtain City Council approval to award a contract to Anthony Roofing Tecta America LLC, Aurora, IL, for the replacement of the membrane roofing system of the Water Production Division river intake building in the not to exceed amount of $61,713.75.
BACKGROUND:
The river intake (RI) building is a critical facility of the city's Water Production Division. The RI houses pumping equipment, electrical systems, and other ancillary components necessary for regular and continuous operation of the city's water supply.
The current membrane roofing system is original to the facility, having been in service since 1992. Historical leaks of the membrane roof have been addressed previously with spot repairs by both Water Production Division maintenance staff and contracted roofing repairs, as recently as 2024. In consideration of the roof's age and deterioration trend, a Decision Package was requested and approved for the 2026 fiscal year.
DISCUSSION:
The project to perform the subject work was publicly advertised via OpenGov on May 18, 2026 (Bid No. 26-046) and bids were opened on June 10, 2026. Four (4) bids were received, and the bid tabulation is attached. The lowest base bid of $61,713.75 was submitted by Anthony Roofing Tecta America LLC. The Water Production Division recommends the project be awarded to Anthony Roofing Tecta America LLC.
Funds were approved via Decision Package ($60,000.00) for the 2026 City Budget in Account No. 510-4058-511-38-05.
Section 2-408, Local Preference in Purchasing and Contracting did apply to this bid but did not affect the final bid results.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the Water Production Division seeks to replace the membrane roofing system on the River Intake building due to deterioration and age; and
WHEREAS, the project was publicly advertised via OpenGov; sealed bids were publicly opened on June 10, 2026, for bid number 26-046, River Intake Building Roofing Membrane Replacement; and
WHEREAS, Anthony Roofing Tecta America LLC, Aurora, IL, is the lowest, responsive, responsible bidder in the not to exceed amount of $61,713.75; and
WHEREAS, budgetary authority is granted and funds are available via a 2026 Decision Package in account No. 510-4058-511-38-05.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the Director of Purchasing be and is hereby authorized to execute a contract and issue a purchase order in the not to exceed amount of $61,713.75 to Anthony Roofing Tecta America LLC, for the River Intake Building Roofing Membrane Replacement project.
