SUBJECT:

The Ward 4 Residential and Business Storm Damage Grant Program is a reimbursement-based program that may reimburse residences and businesses within the 4th Ward up to a maximum $1,500.00 for any storm damage replacement costs.

 

BACKGROUND:

Alderman Jonathan Núñez will receive applications for homeowners and business owners within Ward 4 for exterior and/or interior damage from the storm that took place on August 18, 2025, to their residence and/or business. Applications will be accepted on Ward 4 forms, reviewed, and approved subject to availability of the money within the Ward 4 Residential and Business Storm Damage Grant Program. Applicants must submit a completed Ward 4 Residential and Business Storm Damage Grant Application with the following attachments: a filled-out W9, Evidence of Before/After Pictures, Evidence of Paid Invoice/Receipt of Work Completed, and proof of prevailing wage consistent with Illinois law (820 ILCS 130 et. Seq). This program will not be extended past the current Alderman's term.

 

DISCUSSION:

$50,000 will be allocated for this program in the Ward 4 account 314-1350-419.50-50.

 

 

IMPACT STATEMENT:

Approval of the program will support Ward 4 Homeowners and Business Owners who were impacted with exterior and/or interior damage from the storm that took place on August 18, 2025, to their residence and/or business.

 

RECOMMENDATIONS:

Seeking approval of the Ward 4 Residential and Business Storm Damage Grant Program with the current guidelines as is.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, the City Council, in the exercise of said home rule authority has empowered its Rules, Administration and Procedures Committee to from time-to-time adopt rules and policies governing the operations of the Office of the Aldermen; and

 

WHEREAS, the Ward 4 Residential and Business Storm Damage Grant Program was established to support residences and businesses within the 4th Ward who experienced exterior, and/or interior damage from the storm that took place on August 18, 2025, to their residence and/or business. A resolution authorizing the Ward 4 Alderman to receive, review, and approve requests for grants. A set of guidelines has been written to implement the grant program. $50,000.00, per calendar year, has been allocated for this program. Reimbursements for these projects will be paid out of the  Ward 4 account 314-1350-419.50-50.

 

NOW, THEREFORE, BE IT RESOLVED, by the Rules, Administration, and Procedures Committee acting pursuant to its final action authority conferred by Sec. 2-123(f)(1)(e) of the Code of Ordinances hereby approve the Resolution authorizing the Ward 4 Residential and Business Storm Damage Grant Program with the current guidelines.
