Resolution Authorizing the Mayor and City Clerk to enter into a contract with Geneva Construction for the 2015 Pavement Patching Water and Sewer Maintenance.
PURPOSE:
This contract is needed in order to replace pavement, curb and gutter, drive approaches, and sidewalks that have, or will be damaged while performing emergency repairs on the City's water and sewer system..
BACKGROUND:
On March 15, 2015 the Director of Purchasing placed a public advertisement for bids for the above referenced contract. The City Clerk received two bids, which were publicly opened and read out loud on April 1, 2015. Geneva Construction was the low, responsive bidder in the amount of $637,085.00. The total bid is derived by multiplying the bidder's unit prices by estimated quantities. Since this contract is being established to provide pavement restoration repairs for emergency work that has yet to occur, the quantities are only used to establish a total cost for evaluating and comparing bids.
DISCUSSION:
We recommend that this contract be awarded to Geneva Construction for the unit prices submitted for a total not to exceed amount of $495,000. Funding for this work is provided in the 2015 budget, within account No. 510-4063-511-38-38 (Water and Sewer Fund)
IMPACT STATEMENT:
This work must be performed in order to provide a safe means of travel for vehicle and pedestrian traffic.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, on April 1, 2015, the City Clerk received and publicly opened two bids for the 2015 Citywide Pavement Patching Water and Sewer Maintenance project; and
WHEREAS, based on unit prices and estimated quantities Geneva Construction was the low responsive, responsible bidder; and
WHEREAS, the City of Aurora's 2015 budget provides funding for this work within the Water and Sewer Fund in account no. 510-4063-511-38-38; and)
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: the Mayor and City Clerk are hereby authorized to enter into a contract with Geneva Construction for a total not to exceed amount of Four Hundred and Ninety Five Thousand dollars and no cents ($495,000.00.) for the 2015 Citywide Pavement Patching Water and Sewer Maintenance project in accordance with the bid proposal contained herein as Exhibit A.
