A Resolution Authorizing the Director of Purchasing to Execute the Engineering Agreement with IMS Infrastructure Services, LLC   
 
PURPOSE:
The city maintains approximately 450 miles of Residential & Minor Collector (MC) Streets and 110 miles of Major Collectors & Arterial Streets.  In 2010, IMS Infrastructure Services, LLC (IMS) completed a Pavement Management Study to determine the condition of city streets.  The data is 5 years old and a new study is required.
 
BACKGROUND:
IMS will determine the Pavement Condition Index (PCI) by utilizing their Road Surface Tester (RST) which collects automated pavement condition data by incorporating lasers, digital images and videos to objectively rate pavement conditions.  The PCI and Pavement Management Software will be used to develop a data base of street conditions, strategies to efficiently maintain the street network and develop resurfacing lists to fit within the budget and resurfacing policies.
 
DISCUSSION:
The attached agreement includes a project schedule and fees for services that consist of condition survey, data collection, GIS Linkage, data processing and software support.  In 2010, IMS completed 450 miles of Residential & MC streets for $85,000.  The 2014 study will include surveying 560 miles (670 test miles) of Residential, MC, Major Collector and Arterial streets for a total cost of $114,425.00.  Actual unit cost per mile are unchanged from the 2010 agreement and total overall cost per mile will decrease with the 2014 Agreement (Exhibit 'A').
 
The 2014 City Budget provides $114,425.00 for this item in account no. 340-4460-431.73-91.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
 
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
 
WHEREAS, it is necessary and desirable to have an Engineering Agreement to complete a city wide pavement condition study; and
 
WHEREAS, there is a need for an Engineering Agreement with IMS Infrastructure Management Services, LLC, 1775 Winnetka Circle, Rolling Meadows, IL in an amount not to exceed $114,425.00, a copy of which agreement is attached hereto and incorporated herein as Exhibit 'A'; and
 
WHEREAS, the 2014 City Budget provides $114,425.00 for this item in account no. 340-4460-431.73-91.
 
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the Director of Purchasing is hereby authorized to execute the Engineering Agreement with IMS Infrastructure Services, LLC as set forth in Exhibit 'A'.
