SUBJECT:

A Resolution Authorizing the Procurement and Integration of Video Cameras at Three Finished Water Storage Sites for the Water Production Division.

 

PURPOSE:

To obtain City Council authorization for Baxter & Woodman Control Systems Integration (BWCSI), Crystal Lake, IL, to provide professional services for the procurement and integration of video cameras at three finished water storage sites.

 

BACKGROUND:

The Water Production Division (WPD) continues to proactively improve and enhance remote site monitoring, security, and access.  Video camera installations may serve as a deterrent to site intrusion and/or vandalism, as well as capture actual activities.  Camera installations at the water treatment plant and two other remote finished water storage sites have been very useful in the review of site activities and have captured various other events on video.  For security reasons, the actual remote sites with current and proposed video camera installations are not mentioned in this public document.

 

DISCUSSION:

The lump sum cost of the services proposed by BWCSI is $34,080.00.  BWCSI will procure all video camera equipment and hardware, video software device licenses, and one new video server to provide additional storage capacity for archived video.  In addition, BWCSI will provide project management including configuration of cameras, software, and integration of the new storage server into the existing video camera system. 

 

Aside from the procurement of equipment and hardware, the scope of work that BWCSI will provide qualifies as professional services due to the nature of the programming and integration involved.  It is believed to be in the City's best interest for one entity to be responsible for not only the successful integration of all components to ensure system functionality, but also for the same entity to be responsible for providing the exact required components.   

 

BWCSI successfully provided a similar scope of services in 2014 at two other WPD remote finished water storage site facilities and it is desired to maintain consistency with the proposed 2015 project.  In addition, BWCSI provided the installation and programming of the original water treatment plant video camera system in 2010. 

 

As such, the WPD recommends that BWCSI be authorized to procure as well as integrate the required video and server hardware/software components under a single purchase order.  The City Council may approve this matter without competitive bidding under Section 2-335(a)(6) of the City Code of Ordinances by approving the proposed action with a three-fifths majority of the members holding office.

 

A breakdown of the scope of services and cost has been provided by BWCSI and is attached in a separate proposal letter.

 

Funds are available in the 2015 City Budget in Account No. 510-4058-511-73-08.

 

IMPACT STATEMENT:

None.

 

RECOMMENDATIONS:

That a resolution authorizing BWCSI to provide professional services to the Water Production Division for project management related to procurement and integration of video cameras at three remote water storage sites in an amount not to exceed $34,080.00 be approved by the Mayor and City Council.  It is further recommended that this matter be submitted to the Buildings, Grounds, and Infrastructure Committee for review and recommendation.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, the Water Production Division seeks to improve and enhance monitoring of three remote finished water storage sites with the installation of video cameras; and

 

WHEREAS, a proposal has been received from Baxter & Woodman Control Systems Integration, Crystal Lake, IL, to provide procurement of all video camera system components, integration of all video camera system software and hardware, and overall project management; and

 

WHEREAS, under Section 2-335(a)(6) of the Aurora Code of Ordinances, any municipal work whose expense exceeds $25,000.00 may be undertaken or constructed by contract or agreement without advertising for bids if authorized by a vote of three-fifths (3/5) of the members of the City Council then holding offices; and

 

WHEREAS, budgetary authority is granted and funds are available for this work in the 2015 City Budget in Account No. 510-4058-511-73-08;

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that its Purchasing Director be and is hereby authorized to issue purchase orders and execute the proposal with Baxter & Woodman Control Systems Integration for video camera system hardware and software procurement, integration, and project management in the amount not to exceed of $34,080.00.
