PURPOSE:

A Traffic Study for the S. Lincoln Avenue and Clark Street intersection to determine the warrants for a 4-way stop. 

 

BACKGROUND:

A Resident submitted PS # 1946185 requesting a 4-way stop at the S. Lincoln Avenue and Clark Street intersection. 

 

DISCUSSION:

Lincoln Avenue is a Major Collector with a speed limit of 30 mph.  Clark Street is residential with a speed limit of 25 mph.  Lincoln Avenue was built as a wide roadway more than 43-ft in width.  The Clark Street approaches are also wider than usual, with the eastbound approach more than 43-ft wide, and the westbound approach about 40 ft.  None of the roadways have major parking restrictions, except the standard Yellow Curb and signage for No Parking Here to Corner.  The intersection has a 2-way Stop, with Lincoln Avenue having the right of way and vehicles on Clark Street having the Stop signs. 

 

Traffic counters on northbound S. Lincoln Avenue approaching Clark Street revealed an expected high volume 2,900 veh/day.  Eastbound Clark Street approaching Lincoln Avenue was measured at 600 veh/day, with the highest hourly reading of 56 veh/hr. 

 

Speeds for Clark Street eastbound approaching Lincoln Avenue were found to average 21 mph (going up the modest grade) with an 85th percentile of 26 mph and a median of 22 mph.  In contrast, speeds for Lincoln Avenue northbound approaching Clark Street averaged 29 mph, with a 85th percentile of 33 mph and a median of 29 mph.

 

Although this intersection still meets the minimum guidelines for the existing 2-way stop, it does not meet the minimum volume guidelines for installation of an all way stop MUTCD Chapter 2.

 

 

 

IMPACT STATEMENT:

No impact at this time. 

 

RECOMMENDATIONS:

 Staff recommends denial of all way stop request.
