Resolution Authorizing the City to Execute a Contract for Professional Engineering Services with WBK Engineering LLC and Santacruz Land Acquisitions for the Aurora Transportation Center (ATC) and Regional Enhancement Project.
PURPOSE:
To obtain authorization to execute a contract with WBK Engineering LLC and Santacruz Land Acquisitions for Phase II engineering services for the proposed Aurora Transportation Center and Regional Enhancement Project.
BACKGROUND:
The Aurora Transportation Center (ATC) and the Regional Enhancement Project extends along Illinois Route 25 from Spring Street to the ATC north entrance and includes the ATC parking lot, Pace Pulse Point, a new pedestrian bridge and parking lot on the west side of the River. Refer to Exhibit A for project location and Exhibit B for preliminary improvements plan.
The proposed project shall consist of:
- Relocation of Pace Bus staging area to the east side of the ATC commuter parking lot to improve safety and reduce bus delay into and out of transit center.
-Construction of a multi-use pedestrian and bicyclist bridge over the Fox River to provide direct access to the ATC Train Station from the existing under-utilized parking lots on the west side of the River, connecting surrounding neighborhoods and existing regional Fox River bike trail.
-Construction of a parking lot within the existing Pace Pulse point which will add additional commuter parking stalls, a new drive isle, sidewalk, and taxi and drop-off areas.
-Installation of a new traffic signal at the intersection of N. Broadway (IL. Rte. 25) and the south ATC driveway along with intersection improvements at the entrance of Roundhouse/Holiday Inn Express to improve access capacity and safety.
-Intersection improvements at Broadway Ave. and Spring Street to provide better access to the properties west of the IL. Route 25.

In March of 2015, the City applied for federal funding for the Congestion Mitigation and Air Quality Improvement Program (CMAQ program) grant, which is administered by Chicago Metropolitan Agency for Planning (CMAP). On October 30, 2015 the City received notification that the City's was approved for $8,625,982 in federal funding for phase II engineering ($598,071) and construction ($8,027,911). Kane County Forest Preserve District has also committed $2 million toward the engineering ($350,000) and construction ($1.65 M) of the pedestrian bridge.
Phase I engineering design (preliminary engineering) is in progress and the geotechnical soil investigation for bridge foundation/piers and retaining wall design for the pedestrian bridge will start in the coming weeks. Preliminary engineering plans have been prepared and have been submitted to IDOT for review and approval. Project letting for construction is tentatively scheduled for 2018.
DISCUSSION:
To meet the project letting date and to demonstrate project readiness in order to pursue additional grants for this project, the City is seeking to locally fund Phase II engineering design. The City is going to request that the Federal funds ($598,071), which were allotted for Phase II engineering design, be reallocated for construction.
WBK Engineering LLC (WBK) is leading the design team, with support from Christopher B. Burke Engineering Ltd (CBBEL), T.Y Lin International Group (T.Y.Lin), Testing Service Corporation (TSC), and Illumination Arts. The design team has submitted a proposal for professional engineering services for Phase II in the amount of $1,003,355.76, which is attached as Exhibit C. Phase II design consists of completing final engineering plans for all improvements, obtaining all required permits, preparation of bid and contract specifications/provisions and preparation of final cost estimate.
The City will seek permanent and temporary construction easements and right-of-way from a total of seven (7) parcels. Santacruz Land Acquisitions has submitted a proposal in the amount not to exceed $42,600 for appraisal and negotiations for easements and right-of-way from the seven parcels, attached as Exhibit D.
The 2016 Budget provides funding for the proposed work in Account No. 236-1830-465.80-57 and 235-1830-465.80-57- Capital Outlay-Riverwalk/River Edge-Bridge.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, The Aurora Transportation Center (ATC) and the Regional Enhancement Project extends along Illinois Route 25 from Spring Street to the ATC north entrance and includes the ATC parking lot, Pace Pulse Point, a new pedestrian bridge and parking lot on the west side of the River (refer to Exhibit A for project location and Exhibit B for preliminary improvement plan); and
