A resolution authorizing the Mayor or his designee to execute a Construction Phase Engineering Agreement in the not-to-exceed amount of $127,800 with Crawford, Murphy and Tilly, Inc. This resolution will also authorize an Agency Agreement with the State of Illinois for the Replace Airfield Signage, Wind Cones, Runway 15 and 27 Runway End Identifier Lights (REILS) & Airport Rotating Beacon, Construct Runway Guard Lights at Runway 15/33 under project ARR-5201 located at the Aurora Municipal Airport.
PURPOSE:
This resolution will authorize a construction phase engineering agreement in the not-to-exceed amount of $127,800 with Crawford, Murphy and Tilly, Inc. The approval of this resolution will also authorize the Mayor or his designee to execute an Agency Agreement with the State of Illinois Department of Transportation Division of Aeronautics securing State and Federal grant funds.
BACKGROUND:
The design phase of this project was approved under resolution R25-234 and amended under resolution R25-408. This project has been let through IDOT Division of Aeronautics and a contractor has been selected.
As stated in previous project documentation, the total project cost is estimated to be $977,750 with the City of Aurora's share being $37,499.
DISCUSSION:
The total project cost has been set aside under CIP D058 in account 504-4454-433.73-99.
IMPACT STATEMENT:
This project will have no adverse impact to the City of Aurora and will reduce the ongoing cost of maintaining the airport infrastructure.
RECOMMENDATIONS:
We respectfully request that you forward this item to the Building, Zoning and Economic Development Committee for their review and recommendation.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the City of Aurora owns operates and maintains the Aurora Municipal Airport; and
WHEREAS, the City of Aurora had previously approved a design phase engineering agreement under resolution R25-234 for the Replace Airfield Signage, Wind Cones, Runway 15 and 27 Runway End Identifier Lights (REILS) & Airport Rotating Beacon, Construct Runway Guard Lights at Runway 15/33 under project ARR-5201; and
WHEREAS, the City of Aurora now desires to enter into a Construction Phase Engineering Agreement with Crawford, Murphy and Tilly, Inc., its aviation consultant in the not-to-exceed amount of $127,800; and
WHEREAS, the 2026 City budget provides funding for this project under CIP D058 in account no. 504-4454-433.73-99.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the Mayor or his designee are hereby authorized and directed to execute a not-to-exceed Construction Phase Engineering Agreement in the amount of $127,800 for the Replace Airfield Signage, Wind Cones, Runway 15 and 27 Runway End Identifier Lights (REILS) & Airport Rotating Beacon, Construct Runway Guard Lights at Runway 15/33 under project ARR-5201 located at the Aurora Municipal Airport with Crawford, Murphy and Tilly, Inc.
BE IT ORDAINED, that the Mayor or his designee shall be and hereby are authorized to execute an Agency Agreement on behalf of the City with the State of Illinois, Department of Transportation, Division of Aeronautics for reimbursement for 95% of costs associated with projects ARR-5201.
