SUBJECT:
Communications Department 5th Floor Storage Room Remodel.
PURPOSE:
To provide efficient, comfortable, and modern workspace for City staff.
BACKGROUND:
The City's Communication Department is headquartered on the 5th floor of City Hall. The current workspace is insufficient to accommodate five additional full-time staff members added in 2024. To gain the required additional area, and maintain proximity to the existing office, the 5th floor storage room was selected for remodeling and conversion to expand the office space. Following a detailed inspection of the space and receiving feedback from the Communications Department, the Public Facilities Department developed the remodel requirements.
DISCUSSION:
Using the City of Aurora Job Order Contracting program (R20-221), F.H. Paschen submitted a proposal to remodel the space for $94,604.22. This price includes a seven percent (7%) JOC discount of $6,622.29.
The JOC proposal, scope of work, and concept image is attached.
A ten percent (10%) contingency of $9,460.42 is requested for this project.
Funding for this project is available in account 340-4411-417.38-05.
F.H. Paschen, S.N. Nielsen & Associates, LLC has no outstanding debt with the City.

I recommend that the City Council adopts a resolution, authorizing F.H. Paschen, S.N. Nielsen & Associates, LLC, using the City of Aurora Job Order Contracting program (R20-221), to remodel the City Hall 5th Floor Storage Area for $94,604.22, and a ten percent (10%) contingency of $9,460.42.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the City's Communication Department is headquartered on the 5th floor of City Hall. The current workspace is insufficient to accommodate five additional full-time staff members; and
WHEREAS, to gain the required additional area, and maintain proximity to the existing office, the 5th floor storage room was selected for remodeling and conversion to expand the office space; and

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: authorizing F.H. Paschen, S.N. Nielsen & Associates, LLC, using the City of Aurora Job Order Contracting program (R20-221), to remodel the City Hall 5th Floor Storage Area for $94,604.22, and a ten percent (10%) contingency of $9,460.42, and the Purchasing Director is hereby authorized to issue the necessary purchase orders.
