SUBJECT:

A Resolution Authorizing a Professional Service Contract with Christopher B. Burke Engineering LTD for Design Engineering for the Aurora Transportation Center (ATC) East Parking Lot Redesign

PURPOSE:

The attached professional services contract with Christopher B. Burke Engineering LTD (CBBEL), in the amount not to exceed $24,212.00 plus reimbursables, is for engineering design work associated with the redesign of the Aurora Transportation Center (ATC) East Parking Lot to improve pedestrian and vehicular access to the station and accommodate enhanced drop-off Kiss and Ride facilities.

BACKGROUND:

The proposal is for work to be done in collaboration with the Aurora Transportation Center (ATC) Regional Facilities Enhancement Project.

The goal is for the construction process for the Aurora Transportation Center (ATC) Regional Facilities Enhancement Project to commence in early 2018 with project completion in early 2010.  Upon completion, the adjacent improvements to ATC East Parking Lot will serve to provide enhanced access to commuters to the east as well as the west.  In 2016 the City worked with the Regional Transportation Authority (RTA) to develop an Access to Transit Improvement Plan.   This plan included specific recommendation for how to improve visibility and access for pedestrians and bicyclists to the train station, recommendations which would improve vehicular and drop off access as well.  Staff has been working on a parallel tract to implement as many of these recommendations as possible with the ATC Enhancement Project.  These improvements include signage, improved platform access, bicycle infrastructure, and a devoted kiss and ride drop off area on the east side of the tracks.  A dedicated drop off area east of the track is needed, on the lessons learned at the Route 59 station, and the encroachments and demands already seen on private property near the station, and will be part of the engineered plans.

DISCUSSION:

This engineering design contract will enable the city to develop engineered drawings for the enhanced access and use of the ATC facility, establish cost estimates, and a construction schedule. A budget transfer will be process to include the work contemplated in this agreement in the 2017 A059 CIP budget and the account from which the project is to be thereafter funded is 353-4433-437.73-20.

IMPACT STATEMENT:

Staff would anticipate that completion of the expansion project will increase the City’s overall tax base and viability by facilitating investment and development which will offset maintenance costs and any incidental Department or staffing impacts of coordinating the project.

RECOMMENDATIONS:

Staff would recommend APPROVAL of the Resolution Authorizing a Professional Service Contract with Christopher B. Burke Engineering LTD (CBBEL) Design Engineering for the Aurora Transportation Center (ATC) East Parking Lot Redesign.
