Resolution to award a contract for the Main Pump Station Masonry Repointing project for the Water Production Division.
 
PURPOSE:
To obtain City Council approval to award the Main Pump Station Masonry Repointing project for the Water Production Division to April Building Services, Inc., Roselle, IL, in an amount of $126,000.00.
 
BACKGROUND:
The Main Pump Station (MPS) was constructed in 1935.  For many years, the MPS was the central supply for the City's Water Works System.  When the Water Treatment Plant (WTP) was constructed in 1991, the MPS was no longer used for normal operating conditions. Currently, the MPS is maintained in a "standby" mode, but its full existing pumping capacity is required for the WTP to be able to reach its rated capacity.  The facility also provides operational flexibility for the Water Production Division.
 
DISCUSSION:
The Main Pump Station needs to be maintained in a fully operational condition for a number of reasons.  If there is a loss of service event on one of the city's large transmission mains, the MPS would be needed to supply finished water to the downtown and southeast areas of the city.  Use of the existing pumping capacity at the MPS during periods of high demand (summer) is necessary for the WTP to reach its rated capacity.  Also, for the past two summers, the MPS has been utilized to assist with the citywide water main flushing program.
 
The contract to perform the masonry repointing work was advertised on April 12, 2015, and bids were opened on May 6, 2015.  A total of seven submittals were received (bid tab attached).  The lowest responsive bid was submitted by April Building Services, Inc. (ABS), Roselle, IL, for $126,000.00.  The total range of bids received was $126,000.00 to $257,500.00, with the four low bids being less than $38,700 apart.  Crawford, Murphy & Tilly, Inc. (CMT), the project consultant, provided an engineer's cost estimate of $158,800.00 for this project.  The WPD believes the bids represent a fair estimate of the actual cost of work due to the excellent spread and range of bids received.
 
The lowest responsible bidder, ABS, is a contractor specializing in masonry repointing and masonry installation projects.  ABS has performed several projects of similar size and scope to this project, and the references provided related favorable experiences.  In the attached letter dated May 11, 2015, CMT has recommended ABS be awarded the project.
 
Funding for this project is thru CIP# I042.  The 2015 City Budget provides sufficient funding to accommodate both the received bid and the related engineering services in account No. 510-4058-511-74-41.
 
 
IMPACT STATEMENT:
None.
 
RECOMMENDATIONS:
That the Mayor and City Council award the Main Pump Station Masonry Repointing project to April Building Services, Inc., in an amount of $126,000.00.  It is further recommended that this matter be forwarded to the Buildings, Grounds, and Infrastructure Committee for review and recommendation.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
 
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
 
WHEREAS, the Water Production Division seeks to complete masonry repointing for the Main Pump Station located at 1110 Aurora Ave; and
 
WHEREAS, bids were received and publicly opened and read on May 6, 2015 for the Main Pump Station Masonry Repointing Project, and
 
WHEREAS, April Building Services, Inc., Roselle, IL is the lowest responsive, responsible bidder in the amount of $126,000.00; and
 
WHEREAS, funds are available in the City Budget in Account No. 510-4058-511-74-41 for masonry repointing of the Main Pump Station (CIP# I042);
 
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: Hereby authorizes the Director of Purchasing to execute a contract with April Building Services, Inc. for the Main Pump Station Repointing Project, as bid per the contract documents, in the amount of $126,000.00.
