SUBJECT:

Requesting approval for reconstructive and restorative work of the masonry parapet walls on the historic Elmslie Building and the David L. Pierce Art and History Center Building.

 

PURPOSE:

These buildings were identified for repairs in the 2015 budget year Capital Improvement Plan.  This deferred maintenance project will preserve and protect each building with masonry crack repair and water infiltration on the structure.  This project is with the oversight of the Division of Central Services and is being managed by Superintendent Jim Birchall.

 

BACKGROUND:

Kluber Architects and Engineers was hired with a professional services contract to write the specifications for this project.  It was determined to bundle both buildings together in the scope of bidding to take advantage of the economy of scale of two projects.  The invitation to bid was published on July 17, 2015. A mandatory pre-bid meeting was held on July 21, 2015. Nine bidders were present and seven bidders submitted for the public opening.  There were two alternates on the bid specification plans. The bids were opened on July 29, 2015.  The base bids ranged from $61,900.00 to $126,000.00.  The bids for both alternates ranged $80,320.00 to $148,775.00.  Upon checking references, Kluber has recommended accepting the low bid with alternates from Jimmy'z Masonry Corporation of Crystal Lake, IL in the amount of $80,320.00.

 

DISCUSSION:

Funds for the project are in the following accounts: Elmslie Building 101-1715-417-38.05 and the David L Pierce Art and History Center Building is account number 101-1717-417-38.05

 

 

IMPACT STATEMENT:

Work will commence on this project two weeks following council approval and be completed in thirty days.

 

RECOMMENDATIONS:

I request the proposed resolution be adopted.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, the historic Elmslie and the David L. Pierce Art and History Center buildings were identified for repairs and budgeted as a Capital Improvement Project for FY2015; and

 

WHEREAS, all specifications for bidding and the public award for bids were followed with the low bidder meeting all required qualifications;

 

WHEREAS, funds for this project are available in accounts number 101-1717-417-38.05 and 101-1715-417-38.05.

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: acceptance of the lowest responsible bid for reconstructive and restorative masonry work on the Elmslie and the David L Pierce Art and History Center Buildings in the amount of $80,320.00 from Jimmy'z Masonry Corporation of Crystal Lake, Illinois and be it further resolved the Director of Purchasing for the City of Aurora, IL is authorized to execute all documents in relation to the resolution and project.
