TO: Mayor Richard C. Irvin
FROM: Deborah A. Lang, Assistant Corporation Counsel and Ofc. Beirger and Ofc. Hoffman, Aurora Police Department
DATE: January 17, 2020
SUBJECT:
An Ordinance Amending Chapter 27, Section 176, parking of commercial vehicles, trailers, or semi-trucks/truck tractors in residential districts.
PURPOSE:
This amendment will add additional restrictions, in residential districts, on the parking of commercial vehicles, trailers, and semi-truck/truck tractors.
BACKGROUND:
Residential neighborhoods throughout the City have experienced issues with businesses parking their commercial vehicles as well as trailers in residential neighborhoods creating parking issues as well as visibility and safety concerns. Residents of these neighborhoods have raised concerns with their Community Oriented Police Officers. The current language in the 27-176 ordinance does not allow the officers to enforce incidents with just trailers parked on the residential streets.
DISCUSSION:
Community Orientated Police Officers attend community meetings in their districts. Numerous residents have reached out during these meetings regarding violations of the parking ordinance in the residential districts. Commercial vehicles and trailers are parked for extended periods of time and often overnight on the residential streets causing visibility issues for drivers, parking congestion for residents and an increase in police services of trailer thefts. Officers have looked to 27-167 to enforce the ordinance but found that the current wording does not allow for enforcement of trailer violations. By amending the ordinance and removing trailers from the street or to secured areas, it will greatly improve the current issues at hand.
IMPACT STATEMENT:
Amending this ordinance will provide the Aurora Police Department with the ability to enforce parking violations in the neighborhood. By doing so, this will relieve parking congestion issues for the residents as well as improve visibility issues for those on the roadway. Additionally, by restricting trailer parking in the residential neighborhoods, it should lower the amount of trailer thefts that are currently occurring.
RECOMMENDATIONS:
We request that the proposed amended ordinance be enacted.
