SUBJECT:
A request to accept the lowest qualified bid for the demolition of the city owned building located at 330-334 North Broadway in the amount of $44,629.00
 
PURPOSE:
The City of Aurora is scheduled to acquire ownership of the property located at 330-334 N. Broadway Avenue on April 30, 2015. The building on the property has been used as an office building.  The structure is approximately 5,200 square feet in size. The building is believed to be of masonry construction with no basement. This site is located within the development boundary and adjacent to Rivers Edge Park.  The demolition will result in additional planned open space for the park.
 
BACKGROUND:
Plans and specifications were prepared for bidding the general demolition and site restoration through the city's demolition engineer Wills, Burke, Kelsey.  A Notice to Bidders was advertised in the Beacon News newspaper on Sunday, April 4, 2015.  A pre-bid walk-thru was held on Tuesday, April 14, 2015.  A total of four (4) bids were submitted and opened on Wednesday, April 22, 2015.  Bids ranged from a low $44,629.00 to a high of $83,600.00. The apparent low bidder is KLF Enterprises, 2044 W. 163rd Street, Suite 2, Markham, IL 60428.  Their bid of $44,629.00 was made accepting all project conditions. KLF Enterprises listed no subcontractors in their bid.  The bid tabulation and contract are attachments to this documentation.
 
KLF Enterprises is a signatory contractor to IUOE Local 150 and the local has provided a proof of compliance letter for the apprenticeship training program required by the Illinois Procurement Code.  Reference checks for KLF Enterprises came back with positive information indicating that the contractor had met their contractual obligations regarding demolition work of a similar size and scale.
 
DISCUSSION:
This project is being coordinated through Neighborhood Services on behalf of Community Development, Planning and Zoning, and Seize the Future.  Funds are budgeted in account number 215-1710-417-71.01 for this project.  The city of Aurora will have possession of this property on April 30, 2015.  Following possession we will order the required asbestos survey.  Analysis of the results of that survey may take ten business days.  If remediation is needed it will take about 15 days for abatement and required waiting periods.  We are on a timetable with a goal of minimum impact to the park season.
 
IMPACT STATEMENT:
The aggressive project time table is to have the least minimum impact to the Rivers Edge season.  This goal will be achieved through the coordination with other departments for the sequence of demolition steps of permitting through to site restoration.
 
RECOMMENDATIONS:
I request the proposed resolution be adopted.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
 
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
 
WHEREAS, KLF Enterprises was the lowest and responsible of four bidders, and
 
WHEREAS, this demolition project supports the planned expansion of Rivers Edge Park)
 
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: authorizes the Purchasing Director of the City of Aurora to enter a contract and execute all documents with KLF Enterprises of Markham, Illinois in the amount of $44,629.00 for the Demolition and Site Restoration of 330-334 North Broadway with funds budgeted in account 215-1710-417-71-01
