SUBJECT:
Authorization to purchase three backhoe hydraulic hammers for the Water and Sewer Maintenance Division.
PURPOSE:
The Water and Sewer Maintenance Division is responsible for maintaining approximately 770 miles of water main and 1200 miles of sewers. The purchase of the above referenced hydraulic hammers will help us continue to operate as efficient as possible and provide reliable service to our rate payers.
BACKGROUND:
The hydraulic hammers currently being used are past their expected life span some of them exceeding twenty five years old. Our current hydraulic hammers are in need of significant repairs, they leak oil and the breaking force has decreased dramatically over the years resulting in more time spent on a job to perform repairs. New hydraulic hammers are lighter and more efficient, they create no clean up from leaking oil and saves cost on repairs due to the age of the equipment. The subject hydraulic hammers were competitively bid through the cooperative program Sourcewell (formally NJPA) contract #032515 from Altrorfer CAT for a price of $11,050 each with a total cost of $33,150 for all three.
Since a cooperative program is being used, local preference does not apply.
DISCUSSION:
A decision package for this purchase in the amount of $45,000 was approved in the 2019 budget. Funding for this purchase is included in the 2019 budget of $136,600 for account 510-4063-511-65.01 within the Water and Sewer Fund.
IMPACT STATEMENT:
This purchase is needed in order to perform necessary repairs to the City's water and sewer infrastructure.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the Water and Sewer Maintenance Division must perform planned and emergency excavation related repairs on the City's water and sewer infrastructure on a regular basis in order to provide safe and reliable service to the City's rate payers, and
WHEREAS, the Water and Sewer Maintenance Division must replace existing hydraulic hammers that are past their useful lifespan; and
WHEREAS, the City of Aurora's 2019 budget includes funding for the replacement of hydraulic backhoe hammers in account no. 510-4063-511-65.01, $136,600, within the Water and Sewer fund; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: The Director of Purchasing is hereby authorized to purchase three hydraulic backhoe hammers from Altorfer CAT in the amount of thirty three thousand one hundred fifty dollars and zero cents ($33,150.00).
