SUBJECT:
A resolution to award a contract for well maintenance services for Well 119 to Municipal Well & Pump in the not to exceed amount of $103,474.70.
PURPOSE:
To obtain City Council approval to award a contract to Municipal Well & Pump (Municipal), Waupun, WI, to perform all necessary services to rehabilitate the well's geological formation and pumping equipment, as specified and bid.
BACKGROUND:
Well 119, located at 119 S. Constitution Drive (Ward 5), is a shallow well with the pump and motor setting 91 feet below the surface and is normally capable of supplying approximately 750,000 gallons of raw groundwater per day. Well 119 last received maintenance services in 2006, including chemical treatment of the sand & gravel aquifer formation and well screen.
Currently the well is producing adequate flow, however, the drawdown of the water level in the well does not adequately provide a safe level of water above the pump. The proposed services to be performed include chemical treatment of the sand & gravel aquifer formation, inspection of and repairs to all mechanical equipment as needed, replacement of the pump with a smaller capacity unit that will not over pump the aquifer, and a first-time installation of a pressure transducer for real-time monitoring of the groundwater level in the well.
DISCUSSION:
The project to perform the subject work was publicly advertised via OpenGov on May 11, 2026 (Bid No. 26-034) and bids were opened on May 29, 2026. Three (3) bids were received, and the bid tabulation is attached. The lowest base bid plus allowance of $103,474.70 was submitted by Municipal. The other base plus allowance bids were $123,055.00 and $123,436.50. The Water Production Division recommends the project be awarded to Municipal.
Funds are available in the 2026 City Budget in Account No. 510-4058-511-38-31.
Section 2-408, Local Preference in Purchasing and Contracting did apply to this bid but did not affect the final bid results.
IMPACT STATEMENT:
Failure to perform the services requested may lead to equipment damage and cause the well to be inactive until proper rehabilitation is completed.
RECOMMENDATIONS:
Request committee and city council approval of a resolution authorizing well maintenance services for Well 119 by Municipal Well & Pump in a not to exceed amount of $103,474.70.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, Well 119 requires equipment maintenance and aquifer rehabilitation, as specified and bid; and
WHEREAS, the project, Well 119 Maintenance & Rehabilitation, was publicly advertised on May 11, 2026 (Bid No. 26-034) and bids were opened on May 29, 2026. Three (3) bids were received; and
WHEREAS, Municipal Well & Pump, Waupun, WI, is the lowest, responsive, responsible bidder in the not to exceed amount of $103,474.70; and
WHEREAS, budgetary authority is granted and funds are available in the 2026 City Budget in account 510-4058-511-38-31.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the Director of Purchasing be and is hereby authorized to execute a contract and issue a purchase order in the not to exceed amount of $103,474.70 to Municipal Well & Pump for Well 119 maintenance services.
