SUBJECT:

A Resolution to award the 2024 Sanitary Sewer CIPP Lining project located throughout the City to Hoerr Construction Inc., 1416 County Road 200 N, Goodfield, Illinois 61742 in the bid amount of one million one hundred forty-eight thousand four hundred seventy-eight dollars and zero cents ($1,148,478.00).

 

PURPOSE:

To rehabilitate the existing sanitary sewer main throughout the City by cured in place pipe lining. Lining of the sewers would prevent future pipe failures which would result in much costlier dig repairs.

 

BACKGROUND:

The locations of the sanitary sewer lining can be seen in the attached Exhibit A - Full Liner Overall Map.  Closures of entrances to the businesses and residences will be kept to a minimum during construction.

 

DISCUSSION:

Six bids were received, opened, and read aloud on December 1, 2023.  The bid tabulation showing the unit prices from each bid can be seen in the attached Exhibit C.  The low bid in the amount of ($1,148,478.00) was submitted by Hoerr Construction Inc.  Hoerr Construction successfully completed a similar project in early 2023. $1,958,987.80 will be funded with account 510-4063-511-73-14 (IB018) which has a requested 2024 budget amount of $2,500,000.00. Also included as Exhibits B & D are the advertisement for bid and Hoerr Construction's submitted bid.

 

This project was subject to the Local Preference Ordinance, however no local contractors submitted.

 

IMPACT STATEMENT:

Impacts to traffic and residents will be kept to a minimum.

 

RECOMMENDATIONS:

I request the proposed resolution be adopted.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, the sanitary sewer rehabilitation will strengthen sanitary sewer main throughout the City; and

 

WHEREAS, the Engineering Division formally requested bids and 6 bids were received, opened and read aloud on December 1st, 2023; and

 

WHEREAS, the sanitary sewer improvements ($1,148,478.00) have been funded in the proposed 2024 budget within account 510-4063-511-73-14 ($2,500,000.00, IB018).

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the Director of Purchasing is hereby authorized to award the 2024 Sanitary Sewer CIPP Lining project to Hoerr Construction Inc., 1416 County Road 200 N, Goodfield, Illinois 61742 in the bid amount of one million one hundred forty-eight thousand four hundred seventy-eight dollars and zero cents ($1,148,478.00); and further

 

BE IT RESOLVED, that the Director of Purchasing shall be and hereby is authorized on behalf of the City to execute such documents necessary to carry the purposes of this Resolution into execution.
